PSC to give final notice to varsities for issuance of certificates to PhD candidates
Finally, impasse on AP posts' recruitment ends

Jammu, May 18: The stalemate over the recruitment process for the posts of Assistant Professors in Government Degree Colleges is finally over with the publication of amended regulations of University Grants Commission in the official gazette of union government.
Given the publication, the Jammu and Kashmir Public Service Commission (JKPSC) will shortly give final notices to both state universities Jammu as well as Kashmir University as well as all Ph.D candidates for submission of certificates in ten days.
Secretary of JKPSC, Shakeel-Ur-Rehman said that after the publication of amended regulations in Union government's gazette everything has been explicitly clear. "We have been issuing the deficiency lists in various subjects and now we will issue a final notice to both the Universities as well as Ph.D students to submit the certificates as per the new regulation in 10 days", he said, adding that there would be no further delay on the issue, adding that a call has to be taken by the respective universities.
Dean Research Studies of Kashmir University Prof. Javaid Ahmed said that they have received the notification and shortly a notice would be published, asking the Ph.D candidates to apply for certificates. "After the amended regulations, everything is clear now and within one week the certificates would be issued to all the candidates as per the new regulation", he said.
Dean Research Studies of Jammu University, Prof.Jigar Mohammad was not available for comments.
The latest notification, published on 10th of May 2017, in Gazette of India of UGC on Minimum qualification for appointment of Teachers and other Academic Staff in Universities and Colleges and measures for the maintenance of Standards in Higher Education (3rd Amendment) Regulations, 2016 and its section, 3.3.1.reads as,
"NET/SLET/SET shall remain the minimum eligibility condition for recruitment and appointment of Assistant Professors in Universities/Colleges/ Institutions: Provided however, that candidates, who are or have been awarded a Ph. D. Degree in accordance with the UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2009 or the subsequent Regulations if notified by the UGC, shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities / Colleges / Institutions".
Moreover, it also adds, "Further, the award of degrees to candidates registered for the M.Phil/Ph.D programme prior to July 11, 2009, shall be governed by the provisions of the then existing ordinances/ By laws/ Regulations of the Institution awarding the degrees and the Ph.D candidates shall be exempted from the requirement of the minimum eligibility condition of "NET/SLET/SET for recruitment and appointment of Assistant Professor or equivalent positions in Universities / Colleges / Institutions subject to the fulfillment of the following conditions:
Ph.D. degree of the candidate awarded in regular mode only; (b) Evaluation of the Ph.D. thesis by at least two external examiners; (c) Candidate had published two research papers out of which at least one in a refereed journal from out of his/her Ph.D. work; (d) The candidate had presented two papers in seminars/conferences from out of his/her Ph.D. work; (e) Open Ph.D. viva-voce of the candidate had been conducted. (a) to (e) as above are to be certified by the Vice Chancellor/ Pro-Vice Chancellor/ Dean (Academic Affairs)/Dean (University Instructions)".
Pertinently, the recruitment process was halted by JKPSC on the request of state government, due to failure of state universities to issue the certificates to Ph.D candidates as per UGC regulations of 2009.
