Jammu, May 18: An executive engineer (XeN) in Economy Reconstruction Agency (ERA) is holding charge of two Superintending Engineers. Despite shortage of manpower, the administration of the agency had repatriated two SCs and three XeNs who were on deputation.
According to documents available with Early Times an Executive Engineer in valley is holding posts of Project Manager, equivalent to SC.
"In the interest of administration, it is hereby ordered that officer, who was posted as I/C Project manager (Hyd.) for Loan-I vide this office no 85 JKERA of 2015 dated 23-09-2015 shall henceforth work as I/C Project Manager (Hyd.) Kashmir both for both Loan-I and Loan-II", copy of order number 24 JKERA of 2016 read.
Sources said that internal arrangements made by agency show that the JKERA has shortage of SCs to run various units/projects being taken up the agency.
They said that, ironically, instead of utilizing the services of available Superintending Engineers, who were on deputation from PHE, I&FC department repatriated by the administration.
" The officers of PHE and I&FC Department, on deputation to J&K ERA being in excess of the requirement in ERA, are here repatriated back to their parent department. The officers are directed to report to the office of commissioner Secretary to the government, PHE I&FC department further duties/posting", order number 36 JKERA of 2016 read.
Ridiculing work culture of ERA, sources further said that after two months when five engineers (SCs and XeNs) were repatriated, charge of another Project Manager was given to a junior officer by the agency.
"In the interest of administration it is hereby ordered that Deputy Project Manager, Sewerage, JKUSDIP ERA, Jammu will function as Project Manager (Hydraulic) for JKUSDIP, Jammu till further order as a stop gap arrangement", another order 63 JKERA of 2016 date 11/4/2016. |
