'Delhi should come out with a whitepaper on Art 370'

JAMMU, May 18: The Congress and the CPI-M have joined hands against the PDP, the BJP and the RSS and resolved to defend Article 370 of the Indian Constitution under which J&K enjoys a separate status and has the right to have a separate constitution and a separate flag. On the one hand, CPI-M state secretary Mohammad Yousuf Tarigami of Kulgam has appealed to all the Kashmiri leaders and Kashmiri parties to come on one platform to defend and preserve Article 370, on the other the Congress has shamelessly described the communal, divisive, anti-people and anti-democratic Article 370 as a bridge between J&K and India.
Batting for Article 370, Tarigami on Tuesday called for what he said "united efforts by all secular and likeminded forces to resist the designs of the RSS and the BJP to further erode Article 370, which has been rendered to a mere caricature" and said "the special status guaranteed under this Article to J&K has been seized from time to time by the central regimes in connivance with rulers of the state and what less has been left is being further eroded."
On the other hand, a senior Congress leader, who has suddenly become active, said the same day that Article 370 is a constitutional relationship between New Delhi and J&K and it acts as bridge between the two. He sought to create an impression that J&K is an independent political entity and whatever presence New Delhi has in J&K, it has through Article 370.
What was common between the two Kashmiri leaders was their focus on Kashmir and Kashmiri people, minus Kashmiri Hindus. They ignored Jammu and its political aspirations. In fact, they considered Jammu as Kashmir's colony and the people of Jammu province Kashmir's slaves.
The NC and other Kashmiri parties had also been saying the same and opining that the day Article 370 was abrogated, the bridge between New Delhi and J&K would collapse and the state will become independent. How ridiculous!
Article 370 has nothing to do with the political status of J&K vis-à-vis New Delhi. J&K acceded to India on October 26, 1947 and the separatist and anti-Jammu, anti-Ladakh, anti-minorities and anti-refugees Article 370 was adopted by the Indian Constituent Assembly only in October 1949, two years after the state's lawful and unconditional accession. The Congress and Jawaharlal Nehru went in for this pernicious Article despite the fact that the Chairman of the Drafting Committee B R Ambedkar had opposed the idea of granting separate status to J&K on the score of religion and despite the fact that the people of Jammu and Ladakh had opposed the move, saying grant of special status to the state on the ground of religion will destroy the Indian case in the state and would also cause harm to the people of these two region.
Ambedkar had said: "You (Sheikh Abdullah of the NC) want India and Indians to defend Kashmir. You want Kashmir and Kashmiris to exercise all rights all over India. But you not want India and Indians to exercise any right in J&K. I am law minister of India. I can't be a party to such an act of betrayal of national interest".
New Delhi needs to set the record straight by publishing a white paper on the circumstances leading to the adoption of Article 370 and telling the Kashmiri parties that both the Parliament and the Union President have the power to abrogate Article 370 by invoking Article 370.
