Early Times Report JAMMU, May 30: The Sub District Hospital (SDH) Darhal of Rajouri district, established 25 years ago exposed all claims made by state government to strengthen rural health institutions, and also violates Indian Public Health Standard (IPHS) norms, as the hospital still lacks basic facilities besides a power backup system. Ashfaq Ahmed, a local resident told Early Times that to maintain the power supply in the hospital, previous year government had proposed Rs. 20 lakh for 20 KV power backup system to this hospital but it was still not procured for reasons best known to higher authorities of Health Department. Since 1992 it was functioning as Sub District Hospital but astoundingly lapse of more than two decades the hospital is not capable of conducting major surgeries, due to lack of basic facilities, manpower. "Diagnostic equipment worth crores has been installed by government in this hospital but it is lying defunct because there are no experts to operate these machines", said another resident Mohd Rayaz said. Rayaz further said that Five posts of consultant including Surgeon, Gynecologist, Physician, Anesthetist and Paediatrics were sanctioned by government to SDH Darhal but except Paediatrician, rest all posts are lying vacant for years. Moreover, eight medical officers' posts were sanctioned to this hospital but till date only one post was filled. Lack of facilities, doctors and allied para medical staff has resulted in reducing this hospital into a referral centre as most patients are only referred to DH Rajouri or GMCH Jammu. Repeated calls to Director Health Services Jammu, Dr B S Pathiana, failed as he didn't respond.
