| 28 unveil properties, 55 including PCCF silent | | J&K IFS officers keep wealth statements 'secret' | | | Syed Junaid Hashmi
JAMMU, Dec 3: Like IAS and IPS, wealth statements have become a serious headache for officers of Indian Forest Service (IFS). None wants to reveal his earnings and if they do it, they prefer referring the same to ancestry or to the close relatives and where escape is not possible; they refer the property as jointly owned.
More shocking is the fact that IFS officers do not like filing Immovable Property Returns (IPRs) regularly.
Gravity of the situation can be gauged from the fact that of the top four IFS officers, none has filed the mandatory IPRs. Principal Chief Conservator of Fore-sts (PCCF) Vinod Ranjan, Inspector General of Forests in the Ministry of Environment and Forests Dr A K Srivastava, Chair-man State Pollution control Board (SPCB) Lal Chand and Chief Wildlife Warden (CWW) A K Singh are the IFS officers whose Immo-vable Property returns (IP Rs) have not reached Union Forest Ministry.
Not only these five officers, of the total 83 IFS officers of Jammu and Kash-mir cadre, Union Ministry of Forest and Environment has received Immovable Property Retur...

| | | | Panchs, Sarpanchs slap Salah-ud-din | | | | Early Times Report
Jammu, Dec 3: Panchs and sarpanchs have not only slapped the Hizbul Mujahideen supremo Salah-ud-din with 90 percent polling in the MLC elections but have taken sting out of his threat.
Salah-ud-din had first threatened panchs of dire consequence- amounting to physical elimination- and then asked them to boycott the MLC election.
To build pressure on the members of the Panchayati Raj Institution, terrorists have in October this year killed two panchs and sarpanchs in Baramulla.
The HM had publicly claimed this claim and latter it was found that some surrendered terrorists, but still continuing to own allegiance to the outfits, executed the plan of killing them.

| | | | Paharis threaten agitation for ST status | | | | EARLY TIMES REPORT
JAMMU, Dec 3: Leaders of Jammu Kashmir Pahari Cultural and Wel-fare Forum (JKPC WF) yesterday cla-imed that the nu-mber of "Paharis" inhabiting different parts of the state is three million and threatened an agitation for forcing the authorities to concede their demand seeking Scheduled Tribe status for their community. The Gujjar and Bakerwal communities might not have taken their claim and the threat kindly. The reason is that the Gujjar and Bakerwal community, which belong to a different ethnic stock, are opposed to the demand as put forth from time to ti-me by the "Paharis" (read Pathowari-speaking people). There exists no such ethnic group as "Paharis" anywhere in t...
| | | | Outcome of LC elections to change State's political scene | | | | Neha
JAMMU, Dec 3: Today is the D-day. The otherwise humiliated and unprotected panchs and sarpanchs will go to the polls and elect four members to the Legislative Council, a body which costs the state exchequer millions of rupees annually and in which those close to the ruling class are accommodated. These are the reserved seats and only panchs and sarpanchs and similar other people's representatives at the grassroots level are entitled to vote. The outcome of the elections will certainly change the state's political scene to an extent and indicate who is popular and who is not. That's the reason the ruling coalition comprising the National Conference and the Cong-ress put in all to tilt ...
| | | | Modi in centre-stage, likely to lead BJP in next general elections | | Disadvantage to Congress | | | Rustam
JAMMU, Dec 3: Situation has dramatically changed in the BJP camp. Almost all the top-ranking BJP leaders have, it seems, realized that if their party is to recapture power at the Centre, it has no other option but to ask the Gujarat Chief Minister, Narendra Modi, to lead the party from the front in the next general elections, which could take place anytime from now. There is the possibility of the general elections taking place before May 2014. The political situation in the country is such. The fact of the matter is that the Congress-dominated UPA Govern-ment has lost its credibility and the Congress today is the most hated and despised political organization like the Samajwadi Par...
