| Bhim Singh writes to DGP on Police highhandedness | | Resents wrongful confinement of Kathua boy | |
early times report jammu, Dec 13: Panthers party supremo Bhim Singh has shot a letter to the director general police regretting utter violations of rule of law by police and wrongful confinement of a kathua boy who has been allegedly tortured in custody. In his letter Singh writes, "When you took over as DG Police in J&K, we hoped that human rights violation may stop and rule of law may prevail in the bleeding state of J&K. I feel shocked that nothing has changed as men in police uniform have not understood the message in Article 21 of the Consti-tution of India and the concept of rule of law which has been dictated by the Apex Court in several judgments. If SHOs continue behaving like perpetrators of rule of law, the police stations shall turn to be furnaces to manufacture terrorism in the state. This was one of the reasons that the youth turned militants in J&K, Punjab and other states". Strongly resenting the alleged wrongful confinement and torture of a kathua boy, Bhim singh has sought the intervention of the DGP. Sahil Singh (18), s/o Late Ajit Singh, presently staying with her widowed grandmother at Village Chandwan (De-wani), Tehsil Hiranagar, Distt. Kathua, J&K was arrested by the police Kathua, handed over to SHO Kugal, Rakesh Akram on 6th Dece-mber, 2012 without explai-ning the cause of arrest and despite repeated atte-mpts at all levels from Munshi to the SP, the cause of his arrest could not be ascertained. "On 8th December, 2012 I was informed that Sahil was badly tortured in the police station Kugal and nobody was allowed to see him. This is unfortunate, unacceptable and straight infringement of the rule of law and Article 21 that the police Kugal filed a reply that Sahil Singh was arrested only a day before (reply according to my information was filed before CJM Court on 11th December, 2012). This is lie and the Director General of Police, Shri Ashok Prasad, may have to take stern and appropriate action against the men in uniform who play fraud with the Constitutional rights and particularly in a sensitive state of J&K. I hope and trust that you as a Director General of Police, J&K may intervene in such matters so that the faith of the public in the police would not get diminished". The NPP chief writes further.
