Where employees are not transferred for 25 years

Jammu, Dec 13: An RTI query has revealed that around 10 employees in the Director General Accounts and Treasuries have not been transferred for 20 to 30 years.
The shocking part of the story is that privileged lot has managed to stay there despite complaints of the fellow employees. And if the present State of affairs continues, they may well stay back for another decade.
The RTI has suggested that there are things that need to be brought out of the wraps for people to know. One Sandeep Padha was appointed as Junior Scale Stenographer in Accounts and Treasuries some 25 years back and was posted with DG Accounts and Treasuries office. Since then, the said official is still in the same office and is enjoying the post of Principal Private Secretary to DGAT.
The startling revelation came to light in response to an RTI query wherein the Public Information Officer (PIO) of the DG Accounts & Treasuries under letter No: DGAT/RTI/02 Dated 29/11/ 2012 accepted that the officer in question Sandeep Padha presently Principal Private Secretary to Director General Accounts & Treasuries (DGAT) was appointed as Junior scale stenographer vide order No: 79-Accts of 1987 Dated 2.04.1987 and has never been transferred since then.
"He has been working in the Directorate as Junior Scale Stenographer, Senior Scale Stenographer, Private Secretary and now Principal Private Secretary with Director General Accounts & Treasuries", states the PIO. While the Government order No: 861 - GAD of 2010 dated 28.07.2010 explicitly States that minimum tenure for stay for a Government employee at one place is 2 years and maximum up to 3 years.
Giving reasons for his long stay in the department, the PIO States that "since his posting in the department, the officer has been working exceptionally hard with exemplary dedication, sincerity and to the entire satisfaction of his superiors. Since his services were required in the Directorate of Accounts & Treasuries, in the interest of administration, therefore on the request of Finance department he has been allowed to continue in the Accounts & Treasuries by the GAD."
While this happens in the DG Accounts and Treasuries office, is surrounded with controversies after controversies. Many complaints of corruption have been filed against the department, so if we say that department could have been a ray of hope in the transfer case, then we are expecting too much. Pertinent to mention that the post of Principal Private Secretary has been tailor made to get the said officer adjusted in the same office even though there is no such notified post.
In this regard, the PIO states, " Since the post of Principal Private Secretary is equivalent to Chief Accounts Officer (CAO) in terms of pay Band and Grade pay, the salary of the officer is being drawn against the post of CAO which is available with the Directorate of Accounts & Treasuries." "The Officer has been posted in Directorate of Accounts & Treasuries vide Govt Order No: 1354 -GAD of 2011 dated 28.11.2011 issued by the GAD in view of the sensitiveness of the post", the reply further States.
