Challenges ahead for State's new Chief Secretary | | | Early Times Report JAMMU, Feb 20: The elevation of Mohammad Iqbal Khanday to the highest administrative post in the State has raised many hopes among the 4.5 lakh strong workforce of Jammu and Kashmir whose genuine problems have been biting dust for too long now. More importantly, the common man in the State hopes he would now be heard and his grievances addressed. Khanday has been the member of the committee formed to recommend measures for addressing the demands of the State Government employees. Among other demands, the State Government employees have been demanding that the age of superannuation be raised to 60 years from the existing 58 years to bring it at par with that of the Central Government employees. Lakhs of State Government employees have welcomed the elevation of Khanday to the post of the Chief Secretary. In a significant development, the leaders of EJAC and other employees organizations have said because of Khanday's elevation the distances between the State Government and its employees would be bridged. Khanday has worked in various capacities heading many of the most important departments. He has all along remained in the State after he joined the IAS in 1978 except for an initial short spell. He knows all the departments and the people working in these departments personally. In most cases Khanday knows people working in the Civil Secretariat and outside by their first names. His doors have always remained open for those who want to meet him and he has always been truthful to people who approached him with their grievances when he worked in various senior capacities. If he could address your problem, he said it and if he couldn't, he said that also. He has never asked people like many of his predecessors to wear out their shoe wear making rounds of his office or residence. Now that he has assumed the most challenging assignment of his career it is time for his litmus test as well. Till he worked as Secretary, Commissioner, Principal Secretary and even Financial Commissioner Khanday had to seek approval for his ideas and proposals. Now that he is the kingpin of the State's administration, Khanday has to finally prove himself. He is now empowered and authorized to take crucial administrative decisions. He no longer has the excuse to say his recommendations and proposals need somebody's final approval at an administrative level. That the Chief Minister has reposed absolute trust in him has been proved by the fact that Khanday has superseded three of his senior colleagues to the coveted job. It is time for celebrations for State's new CS, but the people of the State and lakhs of State Government employees are waiting for the new CS to start delivering on their demands and expectations. |
