| Impersonation by Jail Superintendent in IGNOU exam | | RTI query vindicates complainant, probe ordered | | Avinash Azad
JAMMU, Feb 20: Right to Information (RTI) reply has corroborated Rajni Sehgal's involvement in much published Forgery and impersonation case in IGNOU's Special Study Centre number 1227-D at Central Jail Ambphala Jammu.
An RTI was filed before the Registrar, Student Evaluation Division IGNOU New Delhi, by one Sunil Kumar son of Ram Lal, and its reply, has confirmed that Rajni Sehgal with enrolment number, 052726919 had given exam for programme code MSO, Course code MSO-003 at examination centre number 1227-D (Ambphala Jail) on June 25, 2012 .
It is pertinent to mention here that Ravinder Singh an under trial at Central Jail, Ambphala had filed a case at Pacca Danga police station against the Rajni Sehgal Superintendent of Central Jail Kotbalwal Jail and Vinod Kumar Superintendent of Ambphala Jail for their alleged involvement in Criminal offences of Forgery, Fraud, Impersonation and unfair means.
The under trial Ravinder had claimed that on June 25, 2012 Paramjit Singh Slathia an under trial appeared on the behalf of Rajni Sehgal as proxy candidate.
An application which was filed before CJM, Jammu seeking action against said officers has revealed that the Coordinator cum Superintendent Examination herself has become a student and further by impersonation and unfair means has made other persons to appear in the examination.
"It was long back during 2005 that Rajni Sehgal the then Superintendent District Jail Ambphala Jammu got enrolled herself for MSO Programme that is Master of Sociology under enrolment number 05272919 and appeared in examination through proxy of the detainee namely Kulwant Singh son of Vishvamitter resident of R S Pura (a convict under section 302) but failed in the most of subjects as passing of the subject MSO1, MSO 2, MSO3, MSO4 and MSOE1, MSOE2, MSOE3 and MPA 16 was necessary for award of MSO Degree. Then in the year 2006 the IGNOU authorities received complaint in this regard and took cognizance shifted the centre from Jail to IGNOU centre at University of Jammu," the report reads.
It further says, "However, for the time being Rajni Sehgal abstained from the examination during 2007. But she managed the change of centre back at Special Study Centre Jail Ambphala Jammu. By that time Kulwant Singh had himself got admission as student of MSO under enrolment number 083727833 hence also appeared in the term end examination in June 2012. Sehgal in connivance with Vinod Kumar got Paramjit Singh Salathia involved as impersonator and the answer sheets were written by the said under trial. In the said examination Kulwant Singh secured 52 marks in the subject MSOE003 whereas Rajni Sehgal secured 41 through proxy performed by Paramjit Singh under enrolment number 052726919.
When contacted, Director General Prisons, Naveen Agarwal, acknowledged the incident and said that an inquiry has been ordered to find out fact. "In this connection help of IGNOU authorities have been sought, to make consensus. |
