One month before Sports Council completes its term, Omar harps on Sports Policy | | | Abodh Sharma JAMMU, Feb 20: Chief Minister's instructions to the State Sports Council that met under his chairmanship in Jammu the previous day that it should categorize and prioritize the sports disciplines for focussed attention makes lot of sense, but it is a pity that Chief Minister issued these instructions besides underlining the need for formulation of a comprehensive sports policy when the present sports council is completing its term the next month. While the need of a sports policy has been advocated by many an experts repeatedly, Omar who became the president of the council after assuming the office of the Chief Minister took four years to issue such instructions. During these four years, Omar has exhibited total lack of urgency with regards to sports in the State resulting in depletion of already depleted sports infrastructure and sagging morals of the sportsmen and coaches who have been offered a raw deal by the State Sports Council and berserk sports association which refuse to adhere to guidelines of the Council. At least two former Sports Ministers, including Yogesh Sawhney and Babu Singh have done quite a bit of empty recurring on formulating a sports policy, but it could never see the light of the day, reportedly due to lack of political support. The reorganization of the J&K State Sports Council has also been discussed time and again but there has been no progress on ground and the resource starved State Sports Council has been limited to the capital cities of the State alone. While States like Haryana who have put in place a well documented sports policy and implemented it religiously have shown the way to the country, lack of a definite road map has relegated J&K at the bottom in the nation sports standings. There are no incentives for the sportsmen and coaches who perform at national level despite all odds and the sports associations have done nothing except seeking funds from the Council which land up in the deep pockets of their office bearers and never reach the sportsmen. While the office of the Secretary Sports Council has been used to punish the erring bureaucrats and technocrats, credit has to be given to the incumbent Dilip Thussu, an eminent engineer but a rank outsider for sports, who has taken initiative to rebuild the infrastructure which is of prime most importance for developing sports performance. With Union Ministry of Youth Services and Sports offering generous funding to the State for developing state of the art infrastructure, little more attention by the president of the Council Omar Abdullah and some accountability on part of the Council and sports associations can help catapult J&K forcefully in the national sporting arena. |
