Avinash Azad Jammu, Mar 15: The axiom "one step forward, two steps backward" aptly fits to the functioning of various departments which have recently adopted much hyped 'e-tendering system' aiming to bring transparency, but within one year the e-tendering process has been fizzled out when some users (contractors) alleged that they have to wait for results even after the scheduled dates of tender results. According to the set procedure of prescribing the tenders, the result of the a tender which has been submitted before the committee constituted by (concerned) department to scrutinized the requisitions/tenders. "The result of the tenders has to be declared on next day of submission, an aggrieved contractor said further alleging, "the users (contractors) usually have been for 15 to 20 days to get on line result of their tenders." As per tender notice available with Early Time Plus, two different tenders which were invited by the Superintending Engineer Office, Rajouri and closing date of two proposed works was March 5, and the result of same was to be declared on March 6, but owing to the failure of e-tendering system the result of same yet is not available on the official site www.jktenders.gov.in. Official sources informed that the number of disregarded tenders invited by PWD-R&B have reached 752 on Thursday. Preferring anonymity, a contractor said that the instead of bringing transparency in tendering the new system has created confusion among the contractors. "With the beginning of e-tendering in State, a year back, it is being noticed that the number of disregarded tenders is increasing. On an average more than two tenders are being canceled, which is effecting development in rural areas of State", they said. The contractor further said that instead of streamlining the procurement system, the delay in publishes, result of tenders has been creating distrust among the enlisted contractors. |
