Malpractice at SMVDU: Registrar misuses official vehicle
Documents show 75km distance between Campus to Katra

Jammu, Sept 21: In a blatant breach of official position, Registrar of Shri Mata Vaishno Devi University (SMVDU) Katra who is on deputation had used official vehicle for un-official purposes, taking a huge toll on public exchequer for years.
Document in the possession of Early Times revealed that the official vehicle allotted to Registrar for official purposes is plies 75-93 km per day, un-justified fuel consumption is taking huge toll on public exchequer.
Entries of log book of Registrar's vehicle shows the vehicle plies an un-justified distance of 75-93km between Katra to Campus, even the vehicle was too used during her absence. Since under Act, the university is a residential university, all the predecessors of Registrar had been residing in the campus and the same practice is presumed to have been adopted by the incumbent Registrar.
But it is shocking that the official vehicle of Registrar, used to ply around 80km on an daily average. "As just one instance, the first entry recorded in the log book dated September 9, 2009 in the name of Registrar, SMVDU, shows that vehicle was plied up to distance of 75 km, the second entry is dated September 22, 2009 where the vehicle plied same distance, on next day September 23 the vehicle had covered a distance of 88km and September 24 the distance was reached 87km", the document revealed.
Subsequently most of entries show that the Registrar had used the vehicle from 75km to 93 km per day.
"In all these entries the distance covered is shown between Campus-Katra to and fro twice in a day. The distance from Katra to campus is about 16-17 km on one side, while to and fro it reaches at 32-34km", the log book revealed. The question remains where was vehicle used?.
As per the information obtained from website of India Forest Service (IFS) (www.ifs.nic.in), the Registrar was nominated for one week compulsory training course on 'Managing Green Spaces for Urban Biodiversity and Ecosystem Services' from February 4, 2013 to February 8, 2013 at Indian Institute of Public Administration (IMPA) New Delhi. Documents reveal that in her absence her official vehicle was used from February 4 to 8 on her name.
This log book data only proves the misuse of official vehicle at the expenses of Public money of the devotees as donors and amounts to criminal misconduct as defined under section 5 of the prevention of corruption act SVT. 2006.
