| Sadhotra's reply on fund utilization irks Tarigami, Harshdev, others | | | Bashir Assad Srinagar, Oct 4 : The Minister for Planning, Ajay Sadhotra had to face wrath of the legislators over the issue of non-utilizations of around Rs 1200 crores under different centrally sponsored schemes and also over the poor implementation of the decisions taken in District Developments Board meetings. Anguished over the underutilization of funds under centrally sponsored and irked by the unsatisfactory reply to his queries, CPI(M) legislator, M Y Tarigami sarcastically told the minister that the Chief Minister has allotted him (Sadhotra) a teeda meeda department.Not satisfied over the reply thagt the funds under centrally sponsored schemes don't lapse but are revalidated for the next fiscal, Tarigami lashed out at the minister saying that if the government was not able to spent the amount during one fiscal, how can they spent it during the next fiscal. "Arey sahib, jab aapki sarkaar iss saal funds ko puri tereh se kharach nahi kerpaayi to agley saal kaisey karegi" said Tarigami. Tarigami asked pointedly that the working season in winter zone is almost over, how the government is going to spend the funds released under different centrally sponsored schemes. NPP Legislator, Harshdev Singh asked Sadhotra to explain why the state government failed to get its annual plan hiked by 10% and instead directed the District Development Commissioners to get the plan revised by cutting the plan size of each department by 25%. PDP president Mehbooba Mufti, MLAs, Choudery Zulifkar and Peerzada Mansur Husain and G M Saroori also asked supplementary on Tarigami's question. Sensing the mood of the house and appreciating the concerns of the legislators, Speaker, Mubarak Gull said that he will fix time for a short discussion on the issue. Earlier in written reply to Tarigami's question Sadhotra said that the funds under Centrally Sponsored Schemes (CSS) do not lapse adding that un spent balances at the end of the financial year are revalidated by the concerned departments in the following years for their utilization. Sadhotra admitted that at the end of 2012-13 out of the total availability of Central share of Rs. 4703.31 crore, an amount of Rs. 1150.55 crore has remained un-utilized under different Centrally Sponsored Schemes (CSS). He said the same are now being utilized by the departments in the current year after its revalidation. Sadhotra also said that the decisions taken in the District Development Board meetings are implemented promptly as far as possible. He however, said the decisions involving policy matters and having huge financial implications are critically examined by the concerned administrative departments and if found technically feasible are implemented in a phased manner subject to availability of resources. |
