| Relief turns into pain for Kishtwar violence victims | | Formalities give headache to claimants | | Asif Iqbal Naik Kishtwar, Oct 3: Long list of irrelevant formalities sought by the district administration for disbursement of relief/ compensation to those who suffered losses to their property in Violence in Kishtwar on August 9 and 10 last, is adding on to the miseries of the victims rather than providing them relief. An order passed by the District administration Kishtwar calls for submission of nine formalities by the affected traders before the administration released an Ex-Gratia in their favour. As per the order issued by ADC Kishtwar vide No:- 189-203/DCK/Gen/2013 dated 28-09-2013, each victim will be required to fulfill 9 formalities before claiming the relief. These include an affidavit duly attested by the Judicial Magistrate stating therein that they shall be personally responsible for providing any wrong information regarding value of goods damaged and shall be liable for penalties and recoveries; copy of Annual Return; Copy of Quarterly VAT; Copy of Final Statement; Copy of Lay out Plan; Copy of Form-C; Copy of Income Tax Return; Copy of CA's balance sheet and sale purchase bills. The decision with regard to this was taken during a meeting of committee framed by Deputy Commissioner Kishtwar Baseer Khan with ADC Kishtwar, ACR Kishtwar, Tehsildar Kishtwar and Padder as its members. The committee was framed by the administration for speedy disposal of ex-gratia relief cases and directed the victims to furnish details of losses suffered by them along with documentary evidences before 4-10-2013. As per details, barring few traders all other victims failed to deposit the documents demanded by the administration. While resenting the move, the victims said that government and administration is harassing them in the name of formalities and is not willing to compensate them. They said that majority of the traders were unaware about these formalities. They blamed government agencies for not educating the traders about these issues. "The officers responsible for checking these things on ground were involved in minting money through corruption--- are they sleeping if any unauthorized business establishment were functional in the district" said an angry trader. The trader community urged upon the government to release the relief as was promised to them without harassing them. Meanwhile the officials in District administration justified the order and added that all the formalities demanded by the administration are not new and added that same are required under law. The officials said that all the formalities demanded by the administration will help them in accessing the quantum of losses suffered by the victims, beside will help them in actual disbursement of relief among the victims. |
