| Police reshuffle: Operational break coupled with intelligence break | | | ET Report
JAMMU, Dec 12: With almost all the SPs of counterinsurgency background, excluding one or two, having been removed from the key district Police chief postings, insiders have pointed out that even the intelligence chain of the Jammu and Kashmir Police had been fully shattered---first time in the last over 15 years.
Weeks before the DIG CID N.D. Wani’s date of retirement from service, almost all the SPs and Dy SPs of CID, CIK and Special Branch (SB) have been shifted by the Omar Abdullah government in the massive overhaul on Tuesday. In this scenario, IGP CID B. Srinivas would have to assume the role of all the Dy SPs, SPs and DIGs of the Police intelligence wing. Obliging a former Minister of State for Home and a ruling National Conference leader, Sheikh Junaid Mehmood has been shifted and appointed as SP of Anantnag. SP of Special Branch Kashmir Haseeb Mughal has been removed and appointed as SP Traffic National Highway---the most inconvenient for an officer famed for his honesty and integrity.
While as the SSP of Anantnag, Ramesh Jalla, has been removed and appointed as SP of SB in Kashmir, Tahir Sajjad Bhat has been posted as SP CIK in place of Sheikh Junaid Mehmood. SP CI Jammu Joginder has also been shifted. None of the relievers of the CID, CI and SB officers has experience of working in the Police Intelligence wing, with the exception of Jalla who has served a term as SP of CI Jammu.
“There will be definitely a continuity break in the Police intelligence chain which had been maintained in the last over 12 years. Government has never shifted all the SPs and other officers in a particular wing, more so in Intelligence, this way since 1990. This is certainly an advantage militant situation”, said a retired officer.
Correction
Meanwhile, it has been pointed out by the Early Times readers that one particular sentence in yesterday’s story on the Police reshuffle has been erroneously attributed to SP Baramulla Zubair khan. It was intended to be attributed to the transfer of SP City (West zone) Tejinder Singh who has been transferred and posted as the new SP of Pulwama. The sentence was: “It was during his tenure as SP City (West) that the militants carried out the most successful of their attacks on security forces on the Bypass”.
After the necessary correction, it has to be clear that the 2008 batch IPS officer Tejinder Singh, whose tenure as SP Srinagar (West Zone) witnessed the fiercest of the terrorist attacks on the security forces at the National Highway Bypass from Lasjan to Shalteng, has been elevated to the prize posting of SP Pulwama.
Amit Kumar, during whose term as SP Pulwama the regrouping militant established a strong bastion in Pulwama, has been elevated to the State’s most prized and sought-after posting of SSP Srinagar. This IPS officer of 2006 batch has graduation in Electrical Engineering.
Zubair Khan, whose tenure as SP of Baramulla turned Baramulla and Palhalan towns into the new capital of Kashmir valley’s stone pelting, has been retained on the prize posting. “Why shouldn’t the militants and the stone pelting youths heave a sigh of relief on this kind of a reshuffle which will lend them all the required space to regroup and revive with major strikes?”, asked a retired Kashmir Police Service officer. |
