| Encroachers, Land Mafia eye thousands of kanals of undemarcated JDA land | | Govt fails to address lack of coordination between departments | | Abodh Sharma JAMMU, Dec 12: At a time when the anguish among the locals over encroachment on JDA land at Gole Gujral is growing, JDA has argued that most of the land under encroachment for which protests are being staged actually did not belong to it and the stretch of land transferred to it vide SRO 263, also remained in papers as no demarcation of said land was ever executed by the Revenue authorities. Regretting that lack of coordination between the departments coupled with criminal intent of the officials who generally connive with the encroachers and land mafia was encouraging large scale encroachments around Jammu city; a senior officer explained that physical possession of the land as required after proper demarcation was never given to the JDA and the transfer remained confined to papers only. Following complaint of the aggrieved locals to the District Magistrate, VC JDA while explaining his position narrated that out of the 2235 kanals of land in Khasra number 746 min, only 784 kanals and 17 marlas was transferred to JDA vide SRO no. 263 of 09.8.2004, but the transfer remained confined to papers and no demarcation was executed due to which the land always remained disputed between various stake holders. JDA had in the year 2007, proposed to construct an EWS colony on the said piece of land, but the proposal could not materialize due to the failure of Revenue authorities to demarcate the land allocated to JDA. Meanwhile, Divisional Commissioner Jammu on 26.11.2009, got a demarcation of the said Khasra carried out by then Additional DC, in which mere 42 kanals of land was shown to be in the name of JDA, in which unauthorized occupants have raised their kullas. JDA on several occasions tried to get the encroachers evicted from their land, but despite organized operation with the help of police, the encroachers could not be evicted as they resorted to violence. An FIR stands registered at PP Munshi Chak in this regard, but no follow up action was taken against 72 encroachers, who have now started to convert their kullas into pucca hutments. VC JDA has in the meanwhile requested the District Magistrate vide his letter no. VC/PS/2013/425-428 dated Dec 2, 2013 to impose Sec 144 in and around the piece of land in question. "Many a times the officers and staff of the JDA has been subjected to violent attacks by the encroachers and illegal occupants, but regrettably, there is little protection for them," said an officer pleading anonymity. "The quantum of the problem can be understood from the fact that of the 75833 thousand kanals of land transferred to JDA from Nazool and later under Roshni Act, mere 17884 thousand kanals of land has been demarcated, leaving the rest 57948 thousand kanals vulnerable to the misadventures of land mafia, encroachers and illegal occupants. |
