JAMMU, Dec 12: Reply given by Minister for PHE, Flood Control and Irrigation Sham Lal Sharma during his press conference on Wednesday is a clear indication that trouble ahead for Congress stalwart Taj Mohi-ud-Din who is presently holding the portfolio of Minister for Health and Medical Education, Sports and Youth Affairs because "scam" of Save Drinking Water project by Communication and Capacity Development Unit (CCDU) is being investigated by the Crime Branch.
Taj Mohi-ud-Din was PHE Minister when this scam took place. A four-member inquiry committee had detected large-scale irregularities in execution of this project in J&K during the tenure of Taj. The committee had submitted its report in the month of April this year.
It was believed that matter has been solved because there was no fresh exposure in this scam but statement of PHE Minister on Wednesday was a clear indication that sword was still hanging on Taj.
"The matter is being investigated by the Crime Branch", this was reply of the Minister when he was asked about action taken against those who were responsible for swindling money meant for CCDU.
Pertinent to mention here that due to large-scale uproar over irregularities of funds in CCDU, the present PHE, Irrigation and Flood Control Minister Sham Lal Sharma had in an official order (no. 54-PW (Hyd) of 2013 dated 11.02.2013 issued under endorsement no. PW (Hyd)/P&S/Inquiry Committee/CCDU/2012-13 dated 11-02-2013) constituted a high-level four-member committee to look into spending in CCDU. A sum of Rs 12.27 crore was spent under this programme in three months during Taj's tenure as Minister of PHE, Irrigation and Flood Control.
Not only CCDU scam took place during his tenure, another enquiry committee had already detected bungling in purchase of pipes. These pipes were purchased when Taj was holding the portfolio of Public Health Engineering (PHE), Flood Control and Irrigation in the Government.
The Enquiry Committee was constituted by the Administrative Department PHE vide government order No 107 PW (Hyd) of 2013 dated 02-04-2013 to conduct inquiry into alleged irregularities in the procurement of PE AL PE composite piers by the PHE (Mechanical) Procurement Division Jammu and Srinagar. Report of this inquiry committee is already under consideration of the government.
Interestingly both the enquiry committees were formed due to uproar in the Legislative Council. Taj is also facing charges of using of derogatory language against chairman of the Legislative Council and Privilege Committee of the Legislative Council has also started investigation in this matter.
