| Appointment of non- migrant pandits under PM's package | | HC puts state on notice | | ET Report SRINAGAR, Jan 3: The Jammu and Kashmir High Court has issued a notice returnable within four weeks to state as well as central Governments on a petition filed by non-migrant Kashmiri Pandits, seeking directions to allow them participate in the employment package under Prime Minister's rehabilitation programme for migrant pandits. The notice was issued by a bench of Justice Muzaffar Hussain Attar after hearing a petition filed by president Kashmiri Pandit Sangrash Samiti through its president Sanjay Tickoo. The respondents in the petition include Home Secretary, Ministry of Home Affairs New Delhi, J&K Chief Secretary, J&K Commissioner Secretary to Government Revenue Department, and J&K Relief Commissioner. For this purpose, the petitioner seeks declaring as the clause 2(D) of SRO-412 of December 30, 2003 which declares a migrant Pandit as one who have migrated from Kashmir valley after November 1, 1989 or having left the Valley or any other part of state in pursuit of occupation or vocation or otherwise and is possessed of movable property at place where he has migrated but is unable to ordinarily reside their due to disturbed conditions. The petitioner also said that he approached Prime Minister's Office through Principal Secretary and Ministry of Home Affairs through Secretary by way of a representation through 561 unemployed youths from the non-migrant Pandit population. He said the grievances were also put up before Chief Minister of the state but nothing substantial has been done so far. In this regard Cabinet decision dated 20-06-2012 was also passed for necessary action but no steps were taken to consider the non-migrant Kashmiri pandits inside the Valley for the package of Prime Minister. |
