| Agriculture Deptt re-employs retired officials under RKVY | | | Javaid Naikoo SRINAGAR, Jan 3: The tall claims of curbing favouritism with transparency in the state administration fall flat as after the Department of Agriculture is on a spree of re-employing blue eyed retired officials at a time when "BOPEE" shame is yet to be buried. A major scam surfaced in the Agriculture Department after Early Times got the access of documents revealing re-employment of some blue eyed officials after their retirement under a Centrally Sponsored Scheme "Rashtriya Krishi Vikas Yojna (RKVY). The beneficiaries, according to sources are considered close associates of the Minister for Agriculture and of some highly placed officials of the said department. The document details in possession of Early Times reveal that Agriculture department under order NO 59-agri-2013 dated 30 January 2013 engaged one retired official namely Abdul Qayoom Khan on first of February 2013 for a period of one year initially on a monthly remuneration of rupees 10,000 payable by the Director Agriculture Kashmir out of the administrative charges of the centrally sponsored scheme RKVY. Sources said that the said official within days after his retirement used his political influence in the department and in nexus with some highly placed officials managed to frame an order copy under RKVY to enjoy a post. Highly placed sources within the department say that though such schemes are meant for betterment of people associated with Agriculture Department and funds sanctioned are also supposed to be utilized in helping the farmers, but it is the favourites who are making hay. Pertinently as sources informed that documents details of four other retired blue eyed officials who are considered close associates of some politicians are under process with the Government to re-employ them under the same scheme to grab the annual funding sanctioned to the department under the said scheme. The Director for Agriculture, Peerzada Mushtaq while confirming the engagement of many such officials under the said scheme justified their re-employment. Talking to Early Times the Director Agriculture said that the contract of said retired employee may have expired now and added that there is a provision with the Government to re-employ retired officials under schemes like RKVY just to seek their services keeping in view their experience in the said field. Meanwhile, despite repeated attempts Minister for Agriculture, Ghulam Hassan Mir did not pick up the phone. |
