| No decision yet, vote on account move speculative: Rather | | Govt may not skip budget presentation | | EARLY TIMES REPORT
Jammu, Jan 4 : Even as the speculations are going on in the political circles that state government would go in for vote on account instead of full budget session,no final decision has been taken on adopting the route for former option. In all liklihood the government will not opt for vote on account for 2014-15 as there appears to be no sound reason nor are the circumstances warranting for skipping full budget session this year. "No such decision has been taken to have vote on account ......the government has not yet held any discussion over the issue not to speak of having taken any formal decision", said Finance Minister AR Rather while speaking to ET. Whatever is circulating in some political circles or in any section of media is just figment of imagination as there is no truth in government having decided to skip the budget session or presentation of budget for next fiscal year, Rather added while dismissing the specualtions. The Finance Minister who has to put forth any such proposal before the government said even in case of adopting any route other than the normal one, it is the cabinet that will take a final call over the matter. It is too early as of now to talk about the issue as there are nearly two months to go, he further added. While the Finance Minister, seniormost in NC as also in the entire cabinet ruled out possibilty of government going in for vote on account, sources within the coalition government have indicated that there are no such circumstances that would warrant skipping presentation of proper budget in the Assembly. The speculations mounting on government making such mind on the pretext of Lok Sabha polls are also unfounded as the Code of Conduct would start from first week of March, said the sources adding that government may present the budget ahead of that date as it has been the routine in the past to present the budget in first week of March in the state. Meanwhile, in what emerged as somewhat speculation based statement, former Union Minister and the Senior Legislator, Prof. Chaman Lal Gupta today opposed what he referred to as 'reported idea' of the state to have a vote on Account instead of full-fledged Budget session to get the budget passed for 2014-15 because of impending Lok Sabha election. In his statement Prof Gupta said that the parliamentary elections are due in May next and the Budget session could be proposed for some days especially in routine also the Budget is generally passed before the end of the March itself. Criticizing the move, which though denied by the Finance Minister, Prof Gupta stated that if the government would skip the budget presentation it would be undemocratic and loss in terms of depriving people of the state of development opportunties through various schemes. |
