As Director Tech Edu issues 'illogical' & 'irresponsible' orders, aggrieved knock at doors of Court
Department in doldrums as academics suffer badly

SRINAGAR, Jan 8: There seems to be no end to the issuance of 'erratic' transfer orders in the Technical Education department despite the fact that some of the orders have already been challenged in court of law by the aggrieved employees.
Sources told Early Times that Director Technical Education, Jai Pal Singh along with the Section Officer and a 'tainted' head clerk of the Directorate over the past few months issued many transfer orders that have virtually led to 'disaster' in the department.
"Director Technical Education issued order on December 19 under which turner instructor of ITI Srinagar, M J Ahangar was transferred along with the post to ITI Tangdhar. The transfer order is a bizarre one as in ITI Tangdhar there is no requirement of turner instructor. The transfer left trade of turner in ITI Srinagar without instructor despite the fact that many students are receiving training in this trade with the first semester examination scheduled to start from February 5," said sources.
Sources said that through another order Director Technical Education without caring about the trainees undergoing training in Electrician trade in ITI Sopore attached his blue eyed official Karnail Singh to ITI R S Pura without any work. The Director through the medium of illogical and irresponsible transfers has left most of the institutes without instructors.
"Students receiving training in trades like stenography, cutting and sewing, dress making, turner, fitter and electrician have been at the receiving end due to the out of mind transfers effected by Director Technical Education. He has thrown the regulated transfer policy of General Administration Department issued vide order number GAD of 2010 dated 28-07-2010 which envisages minimum tenure of two years at a particular place to wind," said sources.
Sources said that transfer of Cutting & Tailoring Instructor of ITI Bemina, Mudasir Masood vide order No 710 of 2013 Dated October 11, 2013 to ITI Hajin was un-necessary because in ITI Hajin there is no Cutting & Sewing trade functional. They said in another order which too was issued in October 2013 a blue eyed Cutting & Tailoring Instructor namely Hameeda was transferred from ITI Budgam to ITI Anantnag only after six months being posted at ITI Budgam.
"In Hameeda's place Firdousa Qazi was transferred to ITI Budgam and soon after she was retained at ITI Anantnag thereby leaving the Cutting & Sewing trade in ITI Budgam without instructor. When the question of drawal of wages to the retained Cutting & Sewing Instructor arose, Director Technical Education vide order No 76 of 2013 dated 24-10-2013 transferred the Cutting & Sewing post from ITI Hajin to ITI Anantnag for drawl of salary to Firdousa Qazi," said sources.
Sources said that just after one month from the posting of Mudasir Masood at ITI Budgam Director Technical Education in order to benefit a blue eyed official namely Nazneen Qadri transferred her from ITI Bandipora to ITI Budgam vide order no 863 of 2013 dated 19-12-2013 despite the fact that she was transferred to ITI Bandipora only six months back.
"Feeling aggrieved with his pre-mature transfer order Mudasir approached the High Court and got the impugned order dated 19-12-2013 stayed on 30-12-2013 in light of CMP No 4175\2013. The cutting & sewing trade of ITI Bandipora and ITI Pulwama were left without instructors due to the legal binding," said sources.
Sources said that under order number 724 of 2013 dated October 23, 2013, Director Technical Education ordered for the premature transfer of Nazira Akhter, Cutting & Sewing Instructor of ITI Ganderbal to ITI Pampore despite the fact that she had joined ITI Ganderbal only six months back. The sources said that this was done to benefit a blue eyed Cutting & Sewing Instructor of ITI Pampore. This order was stayed by High Court after Nazira approached the court so as to get relief.
"Director Technical Education via order number 871 of 2013 dated 19-12-2013 transferred a Senior Stenography Instructor namely Ishtiaq Ahmad Tak from ITI Shopian to ITI Uri despite the fact that Tak is retiring from services on April 30, 2014. This was done to benefit a blue eyed official namely Abdul Gani Mir who has been posted at ITI Uri only six months back. Tak approached High Court for justice and got his transfer order stayed and this has led to a position where stenography trade in ITI Uri is without instructor," said sources.
