Jammu, Jan 8: Out of 20 Hydro Electric Projects (HEP) being run by Jammu Kashmir Power Development Corporation (JKPDC), 18 projects san standby/check meters, essential to facilitate to account for the energy generated, transmitted and consumed in various segments of power systems and the energy loss. Moreover, after commissioning of the project, capacity addition besides periodical testing and calibration of nearly 18 projects was never done since commissioning. As per the Energy Audit Report of Hydro Electric Projects (HEP) of JKSPDCL for the year 2013, a copy of which is in possession of Early Times, it came to fore that JKSPDCL is presently running 20 HEPs including six in Jhelum River Basin, five in Chenab Basin, one in Ravi Basin and 8 in Indus Basin with total capacity of 761.96 Mega Watts. Out of 20 projects, standby/check meters are installed only in Stakna Hydro Project with capacity of 4 MW and Igo Mercellong HEP with capacity of 3 MW. While as all other projects namely Lower Jhelum capacity 105 MW, Upper Sindh-I of 22.60 capacity, Ganderbal of 15 MW capacity, Upper Sindh-II with 105 MW, Karnah with 2 MW , Pahalgam with 4.50 MW, Chenani-I with 23.30, Chenani-II 2 MW, Chenani-III with 7.50 MW, Baglihar with 450 MW capacity, Sewa-II 9 MW, Iqbal Bridge 3.75 capacity, Hunder 0.40 MW, Sumoor 0.10 MW, Bazgo 0.30 MW Marpachoo of 0.75 MW and Haftal with 1 MW capacity are not having standby/check meters installed. Moreover, the report further maintains that all interface meters and energy accounting and audit meters should be of static type and should comply with the relevant standards of Bureau of Indian Standards (BIS) and in absence of BIS, relevant British Standards, International Electro Technical Commission Standards of any other equivalent standard should be followed and should further confirm to the standards of "Installation and Operation of Meters" as specified by Electricity Grid code issued by Central Electricity Authority (CEA). "It was observed that no such manual/standards are in place as a result required meters/data recording system are not in place in certain cases hence accurate and reliable data required for analyzing/control are not available", the report revealed, adding that the meters were not displaying all the parameters required for proper monitoring/analysis of energy data. Moreover, the report further observed that there was no system of periodical testing and recalibration of meters and in certain cases meters were not tested since installation. "Periodical testing is only done in case of Stakna HEP, Igo Mercellong HEP while in case of all other above said HEP, periodical testing and calibration of meters has not been done by JKSPDCL", the report states. The report further revealed that in many cases meters were not installed at proper location hence making recording of date difficult. "There is no system of comparison of readings of main meter and check meter in most of power houses, besides it was also observed that there are no laid down procedures to be followed in case of meter failure/discrepancies", the report states. |
