| Govt fails to computerize its employment exchanges | | National e-Governance plan falls flat in J&K | | Bivek Mathur
Jammu, Jan 8: Jammu and Kashmir has earned yet another dubious distinction by straying far behind in computerization of its employment exchanges under national e-governance plan- an initiative that would have helped the youth of the state in a great deal. With West Bengal having most Employment Exchanges computerized under the ambitious initiative of Union Government, even Bihar is ahead of Jammu and Kashmir in execution of the scheme as the state is yet to take a call on computerization of its employment exchanges. As per a detailed report of the year 2012-13 available with Early Times, West Bengal has a total of 73 Employment Exchanges out of which 72 are computerized whereas in case of the Western State Gujarat, all the 41 Employment Exchanges are computerized and state has implemented the Central Government scheme in entirety. In case of Uttar Pradesh, out of total 92 Exchanges, 60 have been computerized. The results of Bihar have also improved as out of 37 Exchanges it has got success in computerization of three exchanges but Jammu and Kashmir is yet to decide on the implementation of the scheme when the Chief Minister of the state Omar Abdullah from the day after forming the government has been shouting from the roof tops about his 'hand holding' of the youth of the state. Sources inside Labour and Employment Department, Union government under its e-Governance plan with a view of upgradation and modernization of the employment exchanges has taken up a Mission Mode Project (MMP) and had approved about 17 Crore rupees for the project but claiming the Central assistance short of needed for the execution of the project, state government could not execute the project till date. Sources also told Early Times that following this some of the officials from the Department of Labour and Employment, Jammu and Kashmir were also sent to study and adopt best practices in implementation of these schemes by other states of India including Tamil Nadu, Andhra Pradesh, Madhya Pradesh, Himachal Pradesh and Kerala. Jammu and Kashmir State has been accompanied by North-Eastern states including Arunachal Pradesh, Assam, Meghalaya, Mizoram, Nagaland, Tripura and Western Rajasthan. Under the MMP project under National e-Governance Plan (NGeP), a national web portal is proposed to be developed which will work like a virtual job market. This will contain all data regarding availability of skilled persons, on the one hand and requirement of skilled persons by the industry, on the other. It will help youth in getting suitable placement and enable industry to procure required skills on real time basis. |
