| LC cancels meetings of all House panels till further orders | | | Bashir Assad Jammu, Jan 23: Jammu and Kashmir Legislative Council Chairman Amrit Malhotra has put all the House Committees in abeyance and the Council Secretariat has decided not to convene any meeting of any House panel till further orders. Sources in the Legislative Council told Early Times on Thursday that the Chairman Legislative Council, Amrit Malhotra has directed the Council Secretariat not to convene or organize any meeting of any House panel. Two House panels were scheduled to meet today itself in the Legislative Council meeting hall, however, the Council Secretariat conveyed the decision of the chairman to all the members of the house panels. Sources said the decision to suspend the activities of the committees came a day after some members of the Privilege Committee of the Council questioned the legality rather constitutionality of the committee saying that the committee was supposed to be of five members instead of six members. Sources said while questioning the legality of the committee over the number of members, a direct questions has been raised on the authority of the Chairman who has the powers to relax the rules and nominate members for any committee of the house in relaxation of the rules of procedure for conduct of business in LC. Pertinently on Wednesday a major face-off took place between ruling National Conference (NC) and Congress members over the issue of the legality of the Privileges Committee of the Council. Ravinder Sharma of the Congress party termed constitution of the Committee as illegal on the grounds that the committee was supposed to have five members but it is comprising on six members. On the other hand while taking a dig at Congress indirectly, Devinder Rana of National Conference said "The Committee was in operation for last over one year. Why has Ravinder Sharma suddenly found it illegal." Sources said while taking a strong exception to the observations made by some members over the legality of the committee, the chairman LC, Amrit Malhotra today directed the Council Secretariat not to convene any meeting of any committee till further orders. "Those who questioned the legality of the committee have actually undermined the constitutional authority of the chairman of the Council who has the powers to relax the rules" said a senior official of the council on the condition of not to be named. He said it was appropriate on part of the Council Secretariat to suspend all the committees. "Since some members have raised question over the legality of the committee, we have decided not to convene any meeting of any committee on the verbal directions of the chairman" said the official. He said though no orders were issued in this behalf, however, a not has been put on the file which was approved by the appropriate authorities. |
