Jammu, Feb 5: A simmering resentment brewing up for a long time among the employees of Legislative Assembly Secretariat today burst out in the shape of protest demonstration that was staged within the premises of the Assembly. The ire was directly expressed against Director Estates Department for allottment of residential units on the basis of 'nepotism' , influence of power corridors with scant regard to deserving and genuine lot, the undercurrent of the anger was pointed also against the authorities at the helm of the Assembly who have not ensured allotment of quarters to senior officials , instead recommended out of the way some blue eyed employees far less junior than those who waiting for the same for years. The Speaker Mubarak Gul did intervene in the matter after employees staged protest and directed the Estates Department to ensure allotment in a 'fair' manner. Estates Department which has acquired dubious distinction of catering to only 'recommended' cases from different quarters and succumbing to political pressures rather than following set rules and norms for allottment of official accomodation, was today seen once again in the core of controversy, this time the anger pouring out from the employees of the Legislative Assembly Secretariat.
The employees who assembled outside the Assembly commplex raised slogans against what they were alleging as nepotism and consideration of blue eyed cases only criteria of making allottment of accomodation units by the Estates Department. They were allgeing that there is no transparency in the allottment system nor is any procedure adopted envisaged under the rules for the same. According to agitating employees what has made the things more conspicuous is the fact that junior employees and even some in class four category have managed to get three room sets whereas those in the seniority list with over 20 years of service are still waiting the queue to get the accomodation. Uneven and out of way allottments have also been seen for some cases which on account of their high light contacts and connections have managed accomodation in both the capitals of the state while as there are some seniormost officers who have not got it at one place either. This has happened because the Estates Department doesn't follow the crietria of allotments on merit instead acts on the directions that come from higher authorities, something which has raised a storm among the employees. Pertinently, as already reported in this news paper , a couple of cases , both women employees have also raised many a eyebrows as they have opted to stay back in Srinagar for their own reasons and have not shifted along with Durbar Move. However, thye continue to retain the residential quarters in the winter capital as they belong to blue eyed category of the authorities at the helm. Neither have the concerned authorities asked to cancel the allotted quarters nor have the Estates Department,w hich always faces acute shortage in the winter months due to increased demand, made any efforts to get such allottments cancelled which reain under illegal occupation.
