| Despite ban on re employment, former Director Archives awaits fifth extension | | Nepotism: A reason for NC's debacle! | | Early Times Report
Srinagar, May 20: At a time when Chief Minister Omar Abdullah is seeking feedback from the common people for his party's debacle in recently concluded Parliament elections, scores of employees from Tourism and Cultural department Tuesday accused him of violating his own set norms. A delegation of employees told that a day before the cabinet banned re-employment in Jammu and Kashmir, the government re-employed Syed Khurshid Ahmed Qadri, ex director General Archives, Archaeology and Museums as consultant in tourism and culture department and that was the fourth extension in his favour. They said that Cabinet is mulling to accord him fifth extension, which would be unfair. They said that the former Director Archives, Syed Khurshid Ahmed Qadri failed to set up a single art Gallery anywhere in the State during his tenure while his performance on Archival Front was also not up to the mark as the former Director. Qadri, the ex-Director Archives, Archaeology, and Museums, who was earlier granted re-employment against the newly created post of consultant to the department of tourism and culture was granted one more extension as consultant, despite his proposal being rejected by the cabinet in its earlier meet. The delegation told that the department of culture clandestinely issued order number 27 of Cul of 2013, dated April 23, 2013 where in it provided one more extension in the services of Qadri. "His first reemployment was ordered vide order number 8 of 2010 dated February 26, 2010 for a period of one year as consultant to the department. The official was granted extension for one more year vide order number 15 of Cul 2011, dated February 25, 2011 against the same post. This order was to expire on February 2012 but he was again continued for another year before the expiry of this order, vide order number 27- of Cul 2012 dated February 27, 2012. There are apprehensions that he may get one more extension and that will be his fifth term.These extensions were accorded in favor of the retiree in spite of a clear-cut GAD circular that "extension in the government service and or reemployment of a retired government servant shall be strictly for a maximum of one year,' they said. The employees delegation said that they had appealed Chief Minister to intervene and rescind his re-employment order but he did nothing. They alleged that on the one hand the department of culture has not been allowing the engagement of casual laborers while on the other hand lakhs of rupees monthly are being spent on the needless re-employments in tourism and culture department. They appealed to the Government not to provide fifth extension to the official. "Our sources are telling us that Cabinet which is likely to meet on Wednesday will accord him one more extension," the delegation said. A top GAD official told that they entertain every order of the Cabinet. "We have to entertain the orders that are passed by the Cabinet," he said. |
