Let Centre reassess J&K situation before poll date fixed

If the election process in Jammu and Kash
mir was suspended for about seven years
between 1987 and 1996 because of militancy related violence that had affected lives of several lakh people,why cannot the Assembly poll be postponed in view of the death and devastation caused by floods and landslides in the state ? Why cannot the Assembly election be postponed in the light of displacement of over 30,000 people living in the villages on the International Border in Jammu sector?Latest reports indicate that the election may be held somewhere towards the close of December.Does it mean that the team members sent by the Election Commission to interact with political leaders felt satisfied with the situation in the state ?It does indicate that the team members may abide by the wishes of majority of political leaders because except for the National Conference and the BJP all other political leaders wanted the election to be held as per the schedule.Those who argued in favour of holding the election within the time limit were seen trying to be champions of democracy.They were seen pleading in favour of allowing people to exercise their right to vote so that a Government of their choice was installed in Jammu and Kashmir.They seem to be either oblivious or were feigning ignorance about the disastrous impact of the floods and landslides on people in the state.
Between 1987 and 1996 Assembly election could not be held because of the gun fire and grenade explosions by the militants.During this period the entire Government was engaged in restoring order.The security forces were fighting against the battle hardened foreign mercenaries who had torched residential houses,office and school buildings,destroyed bridges,and had indulged in the dance of death and devastation.These foreign mercenaries had indulged in abductions,killings,rapes and within three to five years the state had witnessed increase in the number of widows and orphans. In the wake of these gory incidents holding of election was an impossibility.And the floods and border conflict too have multiplied problems of people in the state.Admitted that the Election Commission team members do not have the right to visit various areas in the stte for assessing the ground realities but they should have not been swayed or influenced by the views of those political leaders who have the reputation of being drawing room politicians.It is the time for the Union Home Ministry to step in and carry out a detailed survey on the ground realities in Jammu and Kashmir.If the Union Home Ministry team carries out a survey it will find no major difference between the situation that existed in early 90's and the one that exists right now.The only difference is that this time militants do not call the shots but the flood disasters do so.
The Election Commission and the Central Government need to tke into account the state cabinet decision postponing the annual school and board examinations from October-November to March 2015.The cabinet took this decision when its members found that in view of extensive damage caused to school buildings,that are used as examination centres,the examination schedule for October-November was not possible and that too when majority of people were shelterless. The central Government and the Chief Election Commission need to take into account the compulsions for the state Government to order postponement of the annual examinations.The Election Commission should take into account the period between 1987 and 1996 when the Assembly poll could not be held in Jammu and Kashmir.And those who argue in favour of postponement of the election demand that the poll could be held somewhere in May-June which would mean deferment by a period of five months.And those who are opposing postponement of the election seem to be playing electoral politics over devastation and disasters caused by natural calamity.Admitted that the National Conference may lose support of voters in the election the situation cannot be reversed if the election is postponed.Knowing that voters nurse anger against the NC its political foes wish the election to be held before the end of the current year.The Election Commission should also take into account weather related problems if the election was held towards the close of December.Let the flood dust settle.Let the border conflict subside fully before the election schedule was announced.That will will facilitate good polling percentage.
