Asks ECI to keep eye over 'transfer industry'

Srinagar, Oct 12: "Mistrust" within the ruling NC- Congress coalition touched a new low today when Congress party appealed the Election Commission of India (ECI) to keep an eye on JK's "transfer industry." The national spokesperson of Congress Salman Anees Soz issued a detailed statement this evening about how transfer industry functions in Jammu and Kashmir. "The ECI may be aware that following the massive flooding in J&K, the Government had issued a directive on September 15 stopping all transfers, which was appropriate at the time. As the situation improved, the Government issued an order on October 11, revoking its September 15 order," he said.
Salman Anees Soz, who is the son of Jammu and Kashmir Pradesh Congress Committee Chief, Prof Saifuddin Soz, by issuing the "over ambitious" statement has apparently made an attempt to indicate that Congress is no more a part of the coalition government headed by the National Conference. However, the fact is that during the past six years of NC-Cong rule all the plum ministries were held by the Congress and a few of its ministers had to call it quits after serious corruption charges were leveled against them.
Junior Soz by cautioning the ECI has exposed the "corrupt practices" of the present regime and how it functioned during all these years.
As the tenure of the present coalition has almost come to an end, Salman has opened a Pandora's box. "As elections are approaching there will be opportunities to seek political gain from all sorts of government processes, especially transfers. It is commonly acknowledged that J&K has a notorious transfer industry in which political patronage and corruption flourish. In the run-up to elections, this can worsen. It is important, therefore, that the Government's order is implemented in a transparent manner and in accordance with policies established, as the Government order itself lays out."
He even suggested the ways and means about how ECI can tighten its noose on the JK Government, forgetting that his party too is a part of the Government he is talking about. "One way to ensure this is by asking the Government of J&K to regularly furnish all data related to transfers from now until the completion of the election. If the ECI does not step in, there is every reason to believe that some candidates who have access to the corridors of power will try to benefit either monetarily or politically and damage the prospects of candidates who are without such access." "There have been numerous reports of irregularities in transfers in J&K. Therefore, it is very unlikely that implementation of the government's order will be in accordance with established policies. Even so, there are many genuine cases where transfers are necessary and we can't have a blanket ban on them. But, in an election year, strict monitoring by the ECI can help reduce the risk of grave irregularities," he added.
