ECI seeks details of areas which get snowbound in early December | CEO designates returning officers for 87 JK constituencies | | Early Times Report
Srinagar, Oct 12 : In a significant development the Election Commission of India and the Chief Electoral Officer Jammu & Kashmir today formally set process of assembly elections into motion by initiating the work for poll schedule and appointment of returning officers for all the 87 assembly constituencies across Jammu and Kashmir. Sources told Early Times that Election Commission of India has asked the Chief Electoral Officer (CEO) of Jammu and Kashmir to submit a detailed proposal about the phasing of the polls within a week's time. Following the development, the Chief Electoral Officer of the state Umang Narulla issued a notification designating Government officials as Returning Officers for all the 87 Assembly constituencies of the State. Sources said Chief Electoral Officer has been directed to conduct constituency-wise phasing strictly keeping in view the climatic conditions prevailing in these constituencies in December. "ECI seems to have made up its mind to hold the assembly elections on time in JK," the source added. He said that most political parties in the state barring ruling National Conference is in favour of holding the assembly polls on time in the flood hit state. The ECI, according to the sources, has asked the Chief Electoral Officer to ensure that polls in the areas, which are likely to get snowbound in the first week of December, should be held in the first phase. Meanwhile a top government official told a Srinagar based news agency that Election Commission of India has asked the CEO to submit all these details beforeTuesday (October 14) so that final call on holding of Assembly polls in JK is taken on or before October 20. Sources said in the first phase elections would be held in constituencies like Gurez, Uri, Tanghdar, Loab in north Kashmir Leh, Kargil, Nubra, Zanskar of Ladakh region, Bani of Kathua district, Gool-Gulabgarh of Ramban district, Inderwal of Kishtwar district, Bhaderwah of Doda district and Bandipora which usually become snowbound by early December. When contacted Chief Electoral Officer Umang Narulla said: " How can I divulge what transpired between me and the authorities of Election Commission Of India. A confidential matter of great sensitivity like the phasing of elections or appointment of returning officers can't be disclosed to newspapers". |
