Gen Musharraf's statement may delay resumption of Indo-Pak talks

Jammu,Oct 18: When former Pakistan military ruler,Gen.Parvez Musharraf,stated that Pakistan was capable of inciting violence in Kashmir it was not an off-the-cuff remark.It was done with a purpose. Musharraf had said Pakistan was capable of inciting violence in Kashmir. "Kashmir is waiting to be incited and Pakistan is capable of inciting violence," he said amid tensions between India and Pakistan along the Line of Control (LoC) and the International Border..
Well majority of politicians in Pakistan,irrespective of party affiliations,seem to be obsessed with Kashmir.But the author of four-point proposal on Kashmir,as Musharraf is called,made it clear that Pakistan had the capacity of inciting violence.What he said was neither incorrect nor any figment of his imagination.This is what has been happening in Jammu and Kashmir since 1988-1989 when Islamabad launched its proxy war against India.
In fact Pakistan's proxy war against India was launched initially in Punjab somewhere in early 80's.After insurgency was contained and tackled in Punjab the proxy war against India assumed new dimensions in the Kashmir valley.And during the last over two decades Pakistan has really displayed its capacity for inciting violence in Kashmir.
What then is new about Gen.Musharraf's statement ? If Pakistan has launched proxy war against India and has been inciting groups of people to resort to violence Islamabad has never accepted its hand behind terrorist activities in Jammu and Kashmir.For all these years Islamabad has been telling India and the world that it was simply providing moral ad diplomatic support to militancy in Jammu and Kashmnir.
This way Gen.Musharraf has exposed the plan of Pakistan .in triggering violence not only in Jammu and Kashmir but in other sensitive states in India.Hence Gen.Musharraf has augmented political problems for Prime Minister,Nawaz Sharif.Gen. Musharraf is entangled in a slew of court case which includes the charge of sedition and treason which,if confirmed,could result in his execution.Hence Gen. Musharraf is trying to make himself relevant to the political and security scenario in Pakistan.Not only this,he is trying to win over the support from extremists,fundamentalists and keep the Armed forces in good humour. Having remained the Army chief Gen Musharraf knows it fully well that the Pakistan Army authorities are not for resolving the Kashmir issue through the process of dialogue.Hence Musharraf has,by his statement,which has already been reacted sharply by all the mainstream political leaders in India, could help him in winning the Army's support which may help him in escaping the gallows.
Besides the Army's support Musharraf is keen to keep the extremists and the fundamentalists in good humour so that they could also mount pressure on the Government to allow the former military ruler to leave the country. And the BJP leadership in India has declared that Musharraf's statement had clearly indicated that Pakistan was not for settlement of bilateral issues through the process of talks.
Meanwhile, Pakistan's National Security Adviser Sartaj Aziz claimed that the current border tension between New Delhi and Islamabad was part of a bigger conspiracy by the Indian government to blame Pakistan as well as exploit the border issue to attract voters in the state elections. He said that India cannot carry out 'surgical strikes' inside Pakistan as it would result in a 'response' Aziz's statement is viewed in New Delhi as yet another act of provocation after the Pakistani Army has been engaged in repeated ceasefire violations on the LOC and on the IB ikn Jammu and Kashmir.This way the possibilities for early resumption of Indo-Pak talks seem to be bleak.
