How Democracy became hostage of vested political interests in J&K! | | | Abodh Sharma Early Times Report Jammu, Jan 2: While people of Jammu and Kashmir are eagerly awaiting formation of a stable government in the state 10 days after the results of the recently concluded Assembly elections were declared, the fact of the matter is that the democracy was repeatedly strangulated and democratic institutions were asphyxiated for vested political interests of the politicians who otherwise projected themselves as champions of democracy. People who braved threats, boycott calls and chilling cold to vote in large numbers are today facing pressing governance deficit because there are no democratic institutions functional in the state. Panchayats and Urban Local Bodies, which guarantee democracy at the gross root level in rural and urban areas of the state respectively, were eroded in an orchestrated manner by few insecure politicians who were ministers in the NC-Congress coalition government. While Panchayats were left redundant as they were never empowered, the Urban Local Bodies died after no fresh elections were held once they completed their maiden tenure. Sources disclose that certain Ministers in the coalition government were insecure by the growing influence of certain corporators and their rising political ambitions and felt threatened by them. "These Ministers prevailed upon Tara Chand who was the Minister for Housing and Urban Development and DyCM in Omar led coalition government not to hold elections to Urban Local Bodies after they became due because they were feeling insecure by the popularity of certain Corporators," disclosed a former corporator of JMC. Pertinently, former Mayors Manmohan Singh, Kavinder Gupta, Narinder Singh Raju, former Dy. Mayor Dharam Veer Singh and corporators like Rajesh Gupta, Priya Sethi and others were growing in cult and influence. Though Kavinder Gupta and Rajesh eventually emerged victorious in Assembly elections as well, vindicating the fears of the former Ministers, the fact remains that Urban Local Bodies which were elected institutions and could have provided governance at the local level while government formation was taking time, were eroded. Now, in the absence of Urban Local Bodies and empowered panchayats, an early formation of stable government in the state has become imperative. |
