" Challenges before the next Government in J&K "

Omar Abdullah led the Coalition State Government for six years with the Indian National Congress and made
the mess. Since Mr. Omar was not having experience in the financial field at all and throughout he remained dependent on his Finance Minister Abdul Rahim Rather. After the 2008 J&K Assembly Elections, the National Conference won the elections and got maximum number of seats and formed a Coalition Government in J&K State with the Indian National Congress and Mr. Omar Abdullah was sworn in as the 11th Chief Minister of Jammu on 5th January 2009 at the General Zorawar Singh Auditorium in the University of Jammu raising hope amongst the people of Jammu & Kashmir who had been reeling under insurgency and violence since 1989. Prior to becoming Chief Minister of Jammu and Kashmir Omar worked as Minister of State in GOI and took oath on 13-10-1999 as MOS Commerce and Industry in NDA led Union Government headed by Atal Behari Vajpayee. On 22nd July,2001, he became the youngest Union Minister when he was made as MOS, External Affairs under the PM Atal Behari Vajpayee. He resigned from the post on 23-12-2002 to concentrate on his party work. No doubt he remained in power for six years but of no use as there always remained a tug of war between the Coalition Partners one pretext or the other. In the recently held Assembly elections in the State , People at large in the Valley out rightly rejected them because of their inefficiency in working during the six years Rule. They made a way for the next Government in the State of Jammu and Kashmir.
HE the Governor of the State , Mr. N.N. VOHRA through separate Communications invited PDP and BJP for talks on31-12-2014 and 1-01-2015 respectively. Ms Mehbooba Mufti of PDP met HE- the Governor on 31-12-2014 and had talks with him on the Government formation and similarly BJP delegation led by Jugal Kumar Shrama MP met Mr. Vohra on the same issue on 1-01-2015. We cannot say anything concrete yet as inside what happened, the Governor Secretariat is mum. In the prevailing circumstances, we can only hope for the best. But certainly we can think of the Challenges which the next Government in the State will have to face in the near future.
Given below are the foremost Challenges or the tasks which need the immediate attention of the next J&K Government. Besides formulation of a well thought and concrete Road Map of Overall development of Jammu and Kashmir, following issues deserve utmost attention on priority basis:-
8 Putting the State back on rails
8 Helping and Rehabilitating the Flood Victims on war footings. Giving jobs to the unemployed youth of J&K Or in the alternative, announcing of Unemployment Allowance on monthly basis.
8 Rehabilitation of West Pakistan/POK Refugees- One time Package for Settlement.
8 Allowing the Semi Governmental Institutions/Undertakings to work independently without the undue interference of the Government.
8 Lifting of AFSPA from the Valley.
8 Solving the Regional Imbalance Issue.
8 Motivating the Union Government for restarting the peaceful and meaningful Dialogue Process with Pakistan if she don't indulge in cease fire violations.
8 Paying of Special attention to Industrial Sector In J&K.
These are the core issues which cannot be sidelined at all if the next Government wants to remain in place for six years otherwise its future will be in danger. In case of failure, there will be a total chaos and unrest in the State.
8 Putting the State back on rails:-
Without waisting time the Government should immediately take the steps in order to put the State back on rails as it has been derailed due to mishandling of the financial issues thereby adopting the non serious / non judicious approach in deciding the issues of much importance for the State and its subjects. A perpetual policy of favouritism and nepotism at the very cost of down troddens and financially weak and helpless peole was adopted by the Omar's Ministry. Files work was increased to the large extent but on ground there were minimum and marginal developments. Since the people are the best Judge, they ousted him from power. The moment, State comes on the TRACK, only then One can think of further results. The next Government Should think seriously on this score.
8 Helping and Rehabilitating the Flood Victims on war footings:-
The next Government would be under an obligation to follow up hectically with the Union Government for an early announcement of the Package for helping and rehabilitating the flood victims and rebuilding of infrastructure on war footings. As per the authentic information, the Caretaker
Government at the moment had already furnished a proposal to the central Government and demanded a PACKAGE to the order of Rupees 42000 Crores. Request for the was not considered due to imposition of Code of Conduct due to Assembly Elections in the State of Jammu and Kashmir. It is pertinent to mention here that the Central Government had raised certain queries and desired some clarifications from the existing State Government about some demands which were made mindlessly and without any justifications. These were not attended to properly and the relevant information's were not furnished and as the matters of so much importance were taken very casually. It is as such, the next Government will have to exert much swiftly in replying to the queries raised by the Central Government enabling it have the regular and uninterrupted flow of funds to the State of Jammu and Kashmir for the ultimate benefits of the really needy families mostly in length and breadth of the Kashmir Valley as also certain areas of the Jammu Division.
8 Giving Jobs to the unemployed youth of J&K.
Or in the alternative, announcing of Unemployment Allowance to the Unemployed Youth, on monthly basis.
I am sorry to pen down that the Government led by Omar Abdullah played with the lives of the Unemployed Youth in J&K. His Government did nothing for the benefits of the Unemployed Youth ( Both Skilled and Unskilled) . Practically he did nothing but with great pump and show announced Sher-e-Kashmir Scheme for Un Employed Youth.His Government dodged the Unemployed youth one pretext or the other. Earlier they gave ' Jhansa 'that if voted to power they would announce Unemployment Allowance in their favour but they did not. They went on exploiting them for their local consumption. In the recently concluded Assembly Elections, Un employed youth of the State rose to the occasion and taught a lesson to the National Conference led by Omar Abdullah and the Indian National Congress by not electing them as their representatives in the Legislative Assembly.Taking a 'NASIHAT' from this, the next Government should not sideline this issue but instead it should , within a week's time, after coming to power ANNOUNCE Un - Employment Allowance in favour of both skilled and unskilled youth of the State. By doing this act they would win the sympathies of Un- Employed youth in the State. Since they are penny less and get themselves misled by the unwanted people in the Society and too feel burden upon their parents.
8 Rehabilitation of West Pakistan/ POK Refugees- One time Package for Settlement:- The issue, in question , is hanging in fire since six decades but of no results so far. Time and again , it comes to the ears that it is going to be resolved very soon. But all in vain.Enough is Enough. Now it should not be linger on but should be resolved without any further delay. By doing so by the next Government, the REFUGEES would have a sigh of relief.
8 Allowing the Semi Governmental Institutions/Undertakings to work independently without the undue interference of the Government:-To improve the functioning of the Semi Governmental Institutions/ Undertakings, it becomes obligatory on the part of next Government that a Strict and definite policy be adopted to get managed the very affairs of these bodies in a fair and transparent manner.
As per the reliable inputs, these bodies are under RED as Assets Erosions have been made to the large extent . Mindless / Reckless Recruitments on backdoor basis stand made in these bodies in order to accommodate the Minister's kith and kins and of Bureaucrats as well. Owing to this , their liquidity stands disturbed and they are not in a position to give the salaries to their staff. Always we experience hue and cry all over on this score.It is in this backdrop, the next Government may go for setting up of various fora for pinpointing the responsibilities as also the grave lapses/irregularities. Having hold the enquires judiciously, the delinquents should be sent behind the BARS so as to avoid further untoward happenings. This step of the next Government would be appreciable and shall be welcomed by the masses at large.
Let the next Government without any political considerations , allow these bodies to function independently strictly as per their Bye-laws/ Articles of Association and Memorandum of Association. By doing so there will be stigma on the Government and these bodies as well. Rule of Law will start prevailing in these bodies and their BODs will be having a sigh of relief and will free to do best as per their talent and experience in the best interests of their Organisations.
8 Lifting of AFSPA from the Valley:-Throughout Armed Forces Special Powers Act ( AFSPA) remained a Controversial issue and a lot debate has been made in the past. Every time, Mr. Omar Abdullah felt furious about this particular enactment and he went on demanding removing this Act from the Valley owing to the improvement in the Law and order situation in the Valley. But the GOI did not consider fit and overruled the demand made by Mr. Omar from time to time since the issue involved is very delicate in which the question Sovereignty is at stake. Same was the case with PDP. Its leadership continuously was raising its voice and pleaded for the removal of this Act from the Valley. In the recently held Assembly Elections both the PDP and the NC made this as a PLANK in their Manifestoes and fought the elections. To me it looks that Law and Order situationis reallyimproved in the Valley as such this becomes a fit case for removal of AFSPA from the Valley. We are not so weak that in case after removal of AFSPA, if the situation goes bad, the same can be clamped once again. The next Government should try its best to get AFSPA removed from the Valley within a fortnight after coming to power.
8 Solving the Regional Imbalance Issue
There is no doubt that there is REGIONAL IMBALANCE in the State of Jammu and Kashmir. Kashmir Region plays the dominant role in getting the attention of the State Government in case Development Projects/ Financial Grants/ Assistances. Leh and Jammu Regions were continuously discriminated recklessly. Owing to this impartial approach and maltreatment both these Regions fought many agitations but all in vain. To prove its credentials, it becomes obligatory on the part of next Government to constitute three REGIONAL COUNCILS - One each for Jammu, Kashmir and Ladakh in order to get the fair treatment in getting the the Development Projects in thei areas as alsothe liberal funds as per their genuine needs.
8 Restarting the peaceful and meaningful Dialogue Process with Pakistan if she don't indulge in cease fire violations:-
Three WARS with Pakistan have been fought in 1965,1971 and 1999 and Once with China in 1962.Since we are GANDHIAN and peace loving NATION, we always believe in Good Relations with our Neighbours. We had many DIALOGUES with Pakistan in the past despite so many odds. Still we are going on the same philosophy .At the moment we are not in DIALOGUE PROCESS with Pakistan as SHE ruthlessly made many CEASEFIRE VIOLATIONS in the last three months.The next Government, keeping in view the peace policy,should apply its mind/ have debate and convince the GOI for having a meaningful DIALOGUE with Pakistan in the very interests of the State , its people and the Country as a whole.
8 Paying of Special Attention to the Industrial Sector in J&K
The next Government, unlike the existing Caretaker Government did in the past six years, should rise to the occasion in giving all out liberal facilities which include the financial assistances as also the giving of land to the desirous Industrialists on easy terms and conditions. Like other States, Official Systems and Procedures in J&K are required to be simplified to the maximum extent as much as One Government can for the benefits of Industrialists/ Entrepreneurs who are serious to establish and operate in J&K. This should be on the top of the Agenda of Industrial Development in J&K.
