Ensure US aid to Pakistan was not misused

Despite denial by Washington if India
has expressed concern over the latest US
decision on providing added financial assistance to Pakistan it has a definite reason.The main reason being New Delhi's apprehension on the misuse of the US aid by Islamabad and its agencies.There are fears in India that part of the financial aid could be diverted for funding terrorist groups engaged in anti-India Jihad.
And these apprehensions have not been found baseless because in the past major portion of the US financial aid had been used by Islamabad and its agencies on setting up arms training camps for militants and on purchasing weapons for these militants.
With the USA deciding to grant a fresh lot of $532 million aid to Pakistan after lauding its counter-terrorism efforts, India has asserted that Pakistan is not showing "sustained commitment" or "ceasing support" or dismantling "bases of operations" of terror groups, including Lashkar-e-Toiba (LeT) and Al-Qaeda. India has also expressed its concerns over the (mis)use of US financial aid by Pakistan.India's reaction came after US Secretary of State John Kerry signed off on a certification that makes Pakistan eligible for a fresh allocation of aid under Kerry-Lugar Bill. The money is given after a US certification that Pakistan has curbed terror.While saying how the US Government decides to spend its tax payers money is entirely their prerogative, India has expressed reservations over Pakistan's efforts in containing terrorists."India does not believe that Pakistan is showing sustained commitment or making significant effort, ceasing support, dismantling bases of operations of the LeT, Jaish-e-Muhammad, the Haqqani network and quite possibly the Al-Qaeda," Ministry of External Affairs spokesperson Syed Akbaruddin said.
However,ahead of his visit to India, US Secretary of State John Kerry has made it clear that he has not issued any certificate to the Congress on the progress made by Pakistan in taking action against terror groups.The US State Department has not made any recent notification to the Congress under the Kerry-Lugar Berman for release of American aid to Pakistan.
This indicates that even Washington is not fully satisfied with the nature and results of the military operation against terrorist groups in north Waziristan belt on Afghan-Pakistan border. Whether Islamabad is serious on combating terrorist groups operating in Pakistan is not as important for India as Islamabad's support to the Army and the Rangers that have remained repeatedly engaged in violating ceasefire agreement on the IB and on the LOC in Jammu and Kashmir. The ferocity of these ceasefire violations was experience since May last and in the recent days,that too after the poll results for the Assembly elections in Jammu and Kashmir,were declared. What has become a matter of concern is the way Pakistan forces have started targeting more than a dozen forwards posts of Indian forces and scores of border villages on this side of the IB which has forced several thousand families to shift to safer places.
If reports emanating from across the IB are to be relied on the Mumbai mayhem mastermind, Hafiz Saeed, has been spotted to be in a conversation with Pakistani Rangers and troops across the Samba sector which has borne the brust of gun and mortar fire from across the IB.
This indicates that extremists and the Pakistani forces work in tandem for carving out a passage for groups of militants to sneak into Jammu and Kashmir. One report says that over 2,000 militants have been brought on the launch pads and Pakistani forces are trying various options for assisting them to cross into Jammu and Kashmir for raising the level of violence ahead of US President Barack Obama's visit to India. Another report says that troops have replaced the Rangers in some sectors across the IB in Jammu sector and that has been the reason for a large number of Indian border villages and forward posts having been hit by gun and mortar fire. And it would be in the interest of Indo-US friendship that Washington reviews its plan on providing financial aid to Pakistan. Not only this, Washington needs to mount pressure on Islamabad to break the nexus between the Army and the extremists so that arms training camps were closed and the soil of Pakistan was not used for exporting terror to India.
