Jammu, Srinagar await implementation of master plans | | | Early Times Report
SRINAGAR, Apr 3: Two years on, the implementation of master plans for Jammu and Srinagar cities remains confined to papers. In 2016 the government framed 'master plan 2032' for Jammu. However, two years down the line, it still awaits implementation. "Government should have started implementation of master plan. But it seems they are not concerned for the development of Jammu," an official of the Housing and Urban Development, said. The master plan says that its implementation requires procurement of land either by way of private negotiation or through the land acquisition acts. "Land procurement through such means naturally requires huge capital investment which is beyond the fiscal capabilities of many of the local authorities. As a result, many plans remain confined to paper plans only," the draft of the master plan said. "The haphazard constructions have led to unplanned development in the state which created drainage problem and congestion of roads," the official said. But government is still not showing interest for its implementation. The official said the steady trend of migration from rural areas to cities, breaking up of the joint family system, resulted in the mushrooming of colonies on the peripheries of Jammu and Srinagar cities. "But the situation is same as government is not making any efforts for its implementation," the official said. The revised master plan according to its draft has envisaged that its most effective and judicious use in the best interest of a community through the instrument of land use plan further to be detailed in zonal plans. "How can winter capital see the development when it is not being implemented," the official said. The draft of the master plan has recommended that development of a model for the implementation of proposals in Jammu using the public- private partnership. Similarly, several years have passed since drafted for Srinagar Master Plan (2015-2035) was framed, the government is still unsure of its implementation. Official sources said that no work has been done to start implementation of the master plan. "Government is still unsure whether it is possible to implement the master plan," an official said. The official said that several senior officials believe that that it was not possible to fully "implement" the draft of the master plan. "It is not possible to shift the main offices like the Civil Secretariat from Srinagar city. It does not mean whatever is in the draft has to be executed. Shifting of Civil Secretariat from Srinagar city is out of question," the official said, while quoting several officials, who believe it was not practically possible to fully implement the master plan. The draft of the master plan suggests an overhauling of the city including shifting of the main offices to city outskirts. Srinagar city, according to the draft is more than 2,500 years old, got its first comprehensive master plan during the reign of Maharaja Gulab Singh. Post 1947, it has been growing very fast, mostly in haphazard manner with insignificant contribution of planned housing colonies, the draft says. |
