KVIB Scam: Skeletons continue to tumble

srinagar, Apr 3: Skeletons continue to tumble out of the cupboard with regard to recent recruitment scandal at Jammu & Kashmir Khadi Village & Industries Board (KVIB).
Early Times has learnt that no weightage whatsoever was given to the candidates with regard to the experience once the selection list was finalized. This is despite the fact that it was mentioned in the advertisement notice that the candidates applying for the various posts should have experience in the relevant field.
"The KVIB had advertised the posts in 2013, 2015 and re-advertised the same in 2016 as well. The Board submitted an affidavit in the court that the posts were re-advertised since they did not refer to the experience clause in the earlier notifications," said a group of job aspirants.
The job aspirants said that despite the submission of affidavit in the court no mention of experience was made in the final award sheet of the candidates applying for various posts in the Board. On scanning of the final award list it becomes clear that the Board considered 60 points for the written examination and 30 points for the viva voice/interview. There is no mention of experience in the final award list.
Administrative Officer of KVIB issued advertisement notice number KVIB/01 of 2016 on October 8, 2016 inviting applications from the youth for various posts in the Board. The posts advertised were Executive Officer, Law Officer, Publicity Officer, Assistant Executive Officer/Recovery Officer, Field Publicity Officer, Accounts Assistant/Junior Auditor, Junior Statistical Assistant, Junior Assistant/Record Keeper, Junior Supervisor, Orderly and Field man Beekeeping.
In the advertisement notice it was written that one post each of Law Officer, Publicity Officer, Field Publicity Officer and Orderly are to be filled at the Board. It said that six posts of Executive Officer, two posts of Assistant Executive Officer/Recovery Officer, 23 posts each of Accounts Assistant/Junior Auditor and Junior Assistant/Record Keeper, eight posts of Junior Statistical Assistant, 33 posts of Junior Supervisor and two posts of Field man Beekeeping were to be filled.
"It is important that the selection list is revised and candidates with two or more than two years experience are awarded with 10 marks. The Board has gone against the norms since it has not awarded these 10 marks in the selection list. They have done wrong and the mistake has to be rectified," said job aspirants.
It would be in place to mention here that KVIB came in for sharp criticism since allegations came to the fore that it has resorted to favouritism in making appointments for the posts advertised. The accusations became shriller after it surfaced that Syed Aroot Madni son of Peoples Democratic Party Vice President, Mohammad Sartaj Madni has been selected as an Executive Officer at KVIB.
Following huge criticism the state government constituted a high level enquiry committee to enquire into the selections made at the KVIB. Principal Secretary Home, R K Goyal would be the chairman with Principal Secretary, Health & Medical Education department, Pawan Kotwal and Secretary School Education department, Farooq Ahmad Shah would be the members of the committee. The committee was constituted under government order number 462-GAD of 2018 dated 19-03-2018.
