Colleges sanctioned to MLAs, sites not identified | | | Akshay Azad Early Times Report Jammu, Apr 3: The state cabinet has given approval for establishment of new colleges in the state, but the sites were not decided due to which the department concerned is in a fix over whether to issue a formal order even after lapse of five months. The legislators of coalition government have been verbally assured by the government of colleges in their constituencies. The state cabinet had issued a cabinet order (No: 203/12/2017, dated 23/10/2017), in which it was decided to sanction new colleges to various areas of the state. "As per past practice, the number of colleges as well as their location of establishment was also mentioned in the cabinet decision, but in the above mentioned decision, neither location nor number of colleges is mentioned", sources said. They further said that the cabinet decision was issued on the persuasion of some coalition ministers, who were given the assurance of sanctioning of colleges in their constituencies. "The ball is now in the court of Higher Education department to issue formal order, mentioning about the number as well as proposed location of the establishment of the new colleges", sources said, adding that the department officials were reluctant to issue a formal order. "If the recommendations of the coalition ministers will be considered to identity the locations, then neither the criteria of distance nor the criteria of uncovered area or some other would be followed as colleges would be issued on whims and fancies of coalition Ministers", sources said, adding that it would ultimately invite wide spread criticism and could also drag the department in unnecessary litigations against the order by opposition party legislators. "The department had received over 100 representations for establishment of new colleges and department had submitted a memorandum of 19 new colleges but in the cabinet decision, no such number of colleges as well as location is mentioned", sources said, adding that to avoid such unnecessary criticism for free-sale of colleges, department has so far refused to issue any order. |
