After 7 yrs, 6000 Educated youth jobless again

Jammu, Apr 3: Despite serving for seven years under the Saakshar Bharat Mission (SBM), around 6ooo educated youths across state have been rendered jobless due to closure of the scheme by the Union government.
SBM employees told Early Times that the Ministry of Human Resources Development, Department of School Education and Literacy issued an order on February 23, 2018 in which it was informed that the SBM scheme has been given an extension till March 31, 2018 without changing the scope, nature and coverage of the scheme and without creating additional posts.
"However, the employees engaged under the scheme have given representation to Chief Minister Mehbooba Mufti in 2017 regarding formulation of job policy. The CM had directed Secretary to the government, School Education Department to examine the matter and take appropriate action. Till date no action has been taken though", SBM employees said.
They said that with the closure of the scheme the future of thousands educated youth of state is at stake.
The scheme was flagship under the department of School Education and was launched in the state in 2011 for promotion of adult education and literacy. Under this scheme, the literacy rates rose in Jammu and Kashmir because the employees engaged here are working at grass root level though the wages they ought to receive do not meet up with their needs.
"We are working on a meager salary of Rs 2000 per month. The salary is not sufficient for our needs, and also if you go through the Minimum Wages Act, you will find that it's not enough. Our 40 month salary is still pending with the department concerned," the SBM employees said, adding that maximum employees working under the scheme have turned overage and they will not be able to apply for any other government job.
Block Coordinators and District Coordinators were recruited by PREBAKS 'purely' based on merit at Panchayat, Bblock and district levels. However, SBM these employees who are mostly Post Graduates or hold degrees like M.Phil and B. Ed, allege that they don't even have a clear cut job policy, adding to their miseries.
Secretary School Education Department and Mission Director SBM, Farooq Ahmad Shah said that the programme has been extended till March 31, 2018 by union government and no further communication was received from MHRD.
MHRD, National Literacy Mission, Deputy Director, Dr Nasser Ahmed accepted that the scheme was closed.
