JAMMU, Jan 23: In a very startling revelation, the Public Health Engineering Department Jammu got executed the work of installation of LED Lights at one of its station well before opening of tender leaving other competent players high and dry.
Sources told Early Times that the PHE Department taking initiating step of a competitive tendering process got published NIT-194 for installation of LED lights through print media just week ago and the tender had to be opened on January 22, 2019 but matter of the fact is that the work was already executed by the department before the last date of tender.
"The work of installation of LED lights has to be done in Lohar Station Manda and in this regard the concerned AEE sought tenders for the work through print media. Even the NIT was not uploaded on its official website which clearly indicates some ambiguity," they said that adding that although the amount of the work was very high but it was clear violation of transparency.
They further said that when some other players who were in tendering process came to know about the incident that the work has already been done, they contacted the concerned officials and sought explanation and in response the officials of the department tried to pacify them by giving irrelevant excuses. "Officials said it was a very small amount tender so they got it executed and assured them to facilitate in other tender just to hush up the matter. The tendering process was mere formality and hoodwinking the other contenders," they said.
When contacted the Chief Engineer PHE Ashok Gandotra in this regards, he feigns ignorance of the matter and said "There was no such proposal as per my knowledge but I will ask the concerned officials about it" |
