Despite High Court orders, RDD fails to release salaries of GRS

Jammu, May 29: The Gram Rozgar Sewaks (GRS) who have been appointed by the concern DCs and ADCs across the state allegedly without proper advertisement are up in arms against the authorities.
Most of them lament that the government has failed to release their wages since months together despite the High Court directions in many cases involving such GRS from Kishtwar, Rajouri and Poonch districts of the Jammu province.
As per the details available with "Early Times", hundreds of GRS including those of Kishtwar District had been denied the salaries since last nearly one and half year on the grounds that they have not been appointed by following the proper procedure.
The High Court bench of Justice Dhiraj Singh Thakur in its decision dated 11-3-2019 directed the respondents including ACD Kishtwar to consider the release of their salaries, but even of nearly three months, ACD Kishtwar failed to release the same while in similar directions, ACD Rajouri already released the salaries in favour of such employees.
Speaking to "Early Times" some of the GRS question the double standard of the government as well as the department as they are not the only ones who were appointed by the department without the advertisement added that even technical assistants, Computer operators & JEs were appointed by the department without advertisement notices which include those who were filing RTIs in the department on the name of the appointments of some technical assistants and JEs holding the fake degrees.
They said that why only GRS has been selectively targeted added that they have given everything to the department and are being used for various duties which is beyond the ambit of the work assigned to them under rules.
They said that they implemented the Swachh Bharat Mission (SBM) on ground and Geo Tag the toilets constructed across the District for which they were assured the incentives of Rs. 150/toilet all works had been done by them added that till date nothing was provided to them by the government with regards to implementation of SBM.
They said that they were made to work like bonded laborers during Panchayat elections beside were ask to implement Health Department related schemes by the concern administration.
They said that Technical Assistants and JEs appointed on fake degrees and through back door appointments had robbed the Marwah, Dachhan, Warwan, Padder, Bhunzwah blocks while the poor GRS are being denied their regular salaries despite High Court orders added that some GRS are without salaries since last October 2017 while some had drawn salaries up to March 2018.
They blamed ACD Kishtwar and BDOs for their plight and added that after Court directions, several GRS were given the salaries, but as and when they approached the ACD Kishtwar, he behaved rudely with them.
They said that they are facing lot of problems to run their family affairs added that even after serving the department since last 8-10 years, their appointments are being questioned and seek the intervention of the Governor's administration beside also urged upon the regular employees of the RDD as well as to various employees to support them so that they could manage to run their family affairs without facing any harassment.
Deputy Commissioner Kishtwar Angrez Singh Rana when contacted said that he had issued necessary directions to ACD Kishtwar over the implementation of court orders. He said that he had directed ACD Kishtwar to submit a detail report to him as well as their work conducted so that he could take up the matter with higher authorities for further persual
