36 Panchayat Ghars in Kishtwar still incomplete due to paucity of funds

JAMMU, Feb 10: The government claims to strengthen the Panchayat Raj Institution has suffered a major dent due to non-availability of funds to complete the 36 Panchayat Ghars in 12 blocks of district Kishtwar.
As per the details available with Early Times, the government of Jammu and Kashmir has taken up the construction of 36 Panchayat Ghars in Kishtwar District in Panchayat Kithar in Bhunzwah block, Jabalpur, Sounder in Dachhan block, Lower Palmar A, Lower Palmar C in Palmar Block, Tun, Machail, Gulabgarh, Tayari in Padder block, Keshwan B, Keshwan A, Sarwan, Pakalan, Filler B in Keshwan block, Pora Chandali, Tatani, Bhutyan Churyana, Dugga, Badhat in Drabshalla block, Inderwal C, Lower Chatroo C in Inderwal block, Ranie B, Pethgam, Qadrena B, Nowapachi B in Marwah block, Lohidar A, Kuchhal B, Kuchhal C, Sigdi A in Mughal Maidan block, Chuedraman , Afti, Mulwarwan, Basmeena in Warwan block, Bagana in Nagsini block, Janwas and Trigam in block Trigam.
As per the details available with Early Times, expenditure on the construction of these projects as on 12/2018 is Rs 454.32 lakhs against an available amount of Rs 309.69 lakhs while Rs 363.57 lakhs are required for completion of these languishing Panchayat Ghars.
Speaking to Early Times, the land donors who donated their lands for construction of these projects said that in return for providing the lands, they were entrusted with the job of construction of the said Panchayat Ghars adding that even though spending money out of their own pockets beside providing the lands for the construction of these Panchayat Ghars, they have not received the money from the department against the work done.
"We are running from pillar to post for release of the balance amount and payments against the work done-- but we get only hollow promises" said a victim of official apathy from Marwah. He said that due to the delay, the cost of the project has also been escalated and demanded funds for completion of the remaining works at latest rates. A senior RDD official said that they had already brought the matter into the notice of the higher authorities and are waiting for the release of the funds.
The officer said that several communication has been made in last one year, but are waiting for the release of the same added that as and when the department will receive the funds, the same will be released in favour of those who constructed these Panchayat Ghars in respective panchayats.
