SRINAGAR, Feb 10: A flagship national programme in the health sector is all set to fail in Kashmir since the person entrusted with the responsibility of looking after the programme is remotely connected with the branch of medicine and is also inexperienced.
Government of India’s National Tobacco Control Programme (NTCP) is all set to see doomsday since the officer asked to look after the programme is a simple medical officer. The responsibility should have been given to a doctor having specialization in the field of Public Health, but that has not happened in this particular case.
“Ideally a doctor having experience and specialization in public health should have been made nodal officer for the NTCP. Instead of this a dental surgeon has been made as nodal officer for this prestigious health programme of the country. This speaks volumes about the rot in the overall system,” said sources while sharing details with Early Times.
Sources said that Dr. Nahid Anjum posted at Dental Surgeon at Community Health Centre, Hajin in Bandipora district has been made as nodal officer for the NTCP. Dr. Nahid is a simple medical officer and that too attached with the field of Dentistry. She cannot be given the all important responsibility of looking after a flagship programme like NTCP.
“Many doctors having relevant experience and specialization in the field of public health are available in Kashmir, but still then a dental surgeon was picked up to look after the NTCP. Dr. Nahid has also been given the charge as nodal officer for Oral Health Programme in Kashmir. This is associated with her branch of medicine but then there are many senior officers in this branch of medicine as well,” said sources.
Sources said that both the Out-Patient Department (OPD) and In-Patient Department (IPD) of the Dentistry at CHC Hajin have been badly hit since Dr. Nahid is not present there. As Kashmir valley is facing dearth of dental surgeons in government sector Dr. Nahid’s absence at CHC Hajin has complicated issues for the locals.
NTCP is a flagship national health programme aimed at looking into the consequences of the smoking. The programme aims to create awareness among masses about the ill-effects of smoking. It also envisages steps that can be taken to motivate people to give up smoking and live a smoke free healthy life.
