Cases pile up in headless SHRC as Govt fails to appoint members | | | Mudasir Tariq
SRINAGAR, Aug 19: Despite the state government's commitment of upholding the human rights, it has failed to appoint the Chairman and other members to State Human Rights Commission (SHRC). The inaction from the government has led to a situation where cases are piling up with every passing day. For more than a month SHRC is running without a Chairman and other members who have retired from services, causing huge inconvenience for the masses whose cases are kept adjourned for months. At present, there are three vacancies of members in the commission as a result of which it has become virtually defunct as no one is attending the cases. Ironically the commission has the personal secretary to the chairperson, but the post for the chairman is lying vacant. Even as SHRC website claims that the issue regarding filling up of vacancies is under active consideration of the government and the process has already been initiated, sources in the department claim that the meeting for the appointment of new chairman and members is yet to be fixed. "No consensus has been reached yet regarding the meeting. The meeting is likely to be attended by Chief Minister, Law Minister, Speaker Legislative Assembly and leader of the opposition in the legislative assembly," sources said. Meanwhile the functioning in the SHRC is badly hit in the absence of chairman and other members. A large numbers of cases are still pending in the commission while the new ones are being deferred till government appoints new chairman. "We adjourn every case right now. People have to come here from far flung areas and we have asked them they will receive notice as the turn for their case will come," said an official of SHRC, wishing not to be named. The official said that a large numbers of cases have piled up with the SHRC because in the absence of its head, hearings by the panel are affected. The SHRC has remained headless for many times in the past two years following completion of term by its ex-chairperson Justice (retd) Bashir-ud-din in October 23, 2011. The two ex-members Abdul Rashid Khan and Javaid Ahmad Kawoosa had attained superannuation in November 2011 and October 2013 respectively. From its inception in 1997 till date, the Commission has registered 5153 cases/ complaints out of which 3995 cases have been disposed off. Ex-gratia relief and Compassionate Appointments have been recommended in 1050 cases. 1158 cases are pending with the Commission. |
