Jammu, Aug 19: The pick and choose policy is ruling the roost in Agriculture Production Department as a good number of "blue eyed" juniors have been promoted over the seniors in violation of norms, at the behest of the Minister.
Sources informed Early Times that some blue eyed officers of Agriculture department have been promoted reportedly on the instructions of the Minister Ghulam Hassan Mir in utter violation of seniority and norms, leaving the seniors humiliated as they have to report their juniors, who have been promoted to senior positions by greasing the palms of higher ups.
According to seniority list of officers, Sudesh Koul, with serial seniority number 123, is top in the list of officers, but SS Jamwal with seniority number 126, who is three steps junior to him, was appointed as Director Agriculture Jammu, in violation of norms. Sudesh Koul who is in the top of seniority list is given the post of Joint Director, a post lower in grade than Director.
Bypassing the seniority list, Sushil Sahni having seniority serial number 393 has been appointed as Director Enforcement, a post in Civil Secretariat but nearly 70 steps senior to him, Surinder Dhar with seniority serial number 192 has been made Subject Matter Specialist (SMS).
Moreover, the officers senior to Sushil Sahni are Vipin Pandita seniority serial number 167 (attached at Chief Agriculture Office without any post) Surinder Kumar Misri, SS number 179, has been attached in Jammu Development Authority (JDA). Both the officers are seniors to Sushil Sahni but are denied of posts.
Another blue-eyed officer in the list is Vinay Kumar Bhola (SSN 245) who has been made Seed Certification Officer, which is Divisional Cadre Post but nearly 20 officers are senior to him but are not given the post.
These officers included Sukhdev Singh (SSN 153), Vipin Pandita (SSN 167), Umesh Safaya (SSN 174), Surinder Kumar Misri (SSN 179), Ajay Koul (SSN 182), Rajinder Wungo (SSN 184) besides others are senior to Vijay Kumar Bhola but were denied the promotion.
Another officer in the list is Omkar Singh Choudhary (SSN 431) who is presently working as Chief Agriculture Officer Jammu and is also holding the additional charge of Chinore Farm. "Surprisingly Vipin Pandita (SSN 167), who is nearly 10 years senior to Omkar Singh Choudhary but is compelled to working under him, besides Daisy Bhan (SSN 430), who is one step senior to Omkar Singh is also working under him", sources said.
Moreover, Mohammad Younus (SSN 582) is working as Chief Agriculture Officer (CAO) Poonch, while as around 350 officers who are senior to him are working on posts, much lower to post, being manned by Mohammad Younus.
Criticizing the pick and choose policy rampant in Agriculture department an officer alleged that the order of Agriculture Minister was the last word. "All the prime posts are occupied by the officers recommended by Minister and these officers are also greasing the palms of higher ups, so seniors are being denied of rights", he alleged, adding that the department has become hell for seniors, forced to report their juniors and listened their orders. |
