Startling revelations

JAMMU, Nov 10: The All-Party Hurriyat Conference (APHC) was not founded by the Kashmiri separatists on their own as is generally believed. It has now become manifestly clear that the formation of the APHC in 1993 was not the outcome of a local initiative. It was US Diplomat and Pakistan expert Robin L Raphel, who is currently being probed on espionage charges by American security agencies, who "encouraged creation of separatist Hurriyat Conference in Kashmir and often forced Delhi to hold dialogue with Islamabad even when bilateral ties were low". This revelation was made the other day by important Indian officials who dealt with her during the past two decades.
Robin Raphel (67), remained the USA's advisor on Pakistan, even after she left US State Department's South Asia Department in June 1997 and also her retirement. It was during the nineties, when secessionist and communal violence was at its peak in Kashmir and parts of Jammu province that Raphel came to prominence in India as a "India-baiter". Senor government officials, who worked with Raphel in the 90s and even later have revealed that it was she who was "responsible for the creation of Hurriyat Conference in Kashmir in 1993" and her objective was to tell New Delhi that the Hurriyat leaders were also important stakeholders, notwithstanding the fact that India had all along maintained that J&K was a bilateral issue between New Delhi and Islamabad and the Kashmiri leadership had no locus standi in the matter.
One of the senior officials who had dealt with her claimed on the condition of anonymity that "she (Raphel) has been extremely close to Pakistan" and that "her links in Kashmir runs deep". Yet another former Indian official who dealt with Raphel in the 1990s and thereafter revealed that "she was close to all separatist groups in Kashmir", that "she went on to question the instrument of succession of J & K with India and had stated that insurgency in the state was self sustaining" and that "she was also close to Ghulam Mohammed Fai in the US, an ISI conduit from Kashmir". "Raphel is known to maintain close links with Yasin Malik, leader of the Jammu and Kashmir Liberation Front. Besides, she is close to Mirwaiz Umar Farooq, the most prominent face of Hurriyat Conference," the former Indian official was also quoted as saying. This former Indian official, who was "testimony" to one such incident also told a leading national daily only the other day that "in 2005 Raphel accompanied then US Deputy Chief of Mission in Delhi for a meeting with the Indian government and tried to cajole the government to talk to Mirwaiz".
Not only this, a former senior India official further said: "Earlier when relations between Delhi and Islamabad had touched a low following the attack on Parliament in 2001 and both sides had lowered level of diplomatic engagement, it was Raphel who tried to force India to talk to the Pervez Musharraf government…She would go that extra mile for Pakistan often sidestepping our concerns…Raphel remained State Department's Pakistan adviser even after she retired from the State Department". It is pertinent to mention here that it was her characterization of Kashmir as "disputed territory", a first in the annals of U.S. diplomacy, that helped her make many friends in Pakistan. It was she who contributed to a great extent in internationalizing the Jammu & Kashmir issue, much to the chagrin of India. It was her "stance" on Kashmir that made her the "bane of the Indian establishment that did not favour any interference of outside powers in a domestic matter". What does all this suggest? It suggests that the Kashmiri separatists like Mirwaiz and Yasin Malik are not only agents of Pakistan but also suggests that the likes of Raphel, India-baiters, played nefarious diplomacy to harm India, promote the Pakistani geo-political and sectarian interests in the region. It would have been better had these former Indian officials revealed all these things when they were holding important diplomatic positions. Such revelations that time could have helped New Delhi defeat Pakistan and its Srinagar-based agents more effectively. In any case, these revelations have set the record straight and established that India faced troubles in Kashmir from those who were encouraged by Pakistan and the likes of Raphel.
