Public Service Commission, perfect 'rehabilitation' centre for retired or about to retire bureaucrats | Nominated chairman gives up a year of active service in lieu of 4 years of 'rehabilitation' | | Jehangir Rashid Early Times Report Srinagar, Nov 10: Jammu and Kashmir Public Service Commission (J&KPSC), recruitment body for gazetted posts in the state has turned out to be a perfect rehabilitation centre for the 'blue-eyed' bureaucrats who have either retired from the Government service or are on verge of superannuation. The J&KPSC somehow attracts not only the bureaucrats, but also retired police officers and judges since some among them have been appointed as members of the commission over the past few years. In the past doubts have been cast over the selections made by this recruitment body for various gazetted posts in different Government departments. On October 10 the state Cabinet headed by Chief Minister, Omar Abdullah announced the nomination of chairman and members of the J&KPSC. While Khurshid Ahmad Ganai was made the chairman of the Commission six other persons were nominated as the members of the Commission. The newly nominated members of the Commission are Sheikh Mushtaq Ahmad, Mukherjeet Sharma, BR Lachotra, Wali Mohammad Bhat, Dr. Tejit Singh and Dr. Farooq Ahmad Kaloo. Interestingly, this time around neither any retired police officer nor retired judge has been appointed as the member of J&KPSC. The nomination of Ganai as chairman of J&KPSC has not gone well with the people in general since the bureaucrat has still one year of regular Government service. Ganai has virtually given up his one year of active Government service since he fully knows that he is in a win-win position. As his nomination is for five years it is quite obvious that this bureaucrat would have a gain of four years. Ganai would remain as chairman of J&KPSC and he would demit his office in 2019. Born on October 20, 1955 this bureaucrat currently serving as Financial Commissioner, Industries & Commerce was expected to superannuate on31-10-2015 but he would have 'premature' retirement if at all he heads the J&KPSC. Since vigilance clearance is pending it is quite possible that Ganai along with his team may not be able to join their new assignment at least before the Assembly elections are concluded and new Government assumes office in the state. As such it is quite possible that the new team may join only in the first week of 2015. Given the fact that Model Code of Conduct is in place in state for upcoming Assembly elections it would be advisable that the process of clearance is not done in hush-hush manner. The urgency at this point of time would send wrong signals even if there is nothing adverse against the chairman and the members of J&KPSC. As the J&KPSC is entrusted with the responsibility of ensuring fair selections in the gazetted services it is important that there is no credibility crisis vis-a-vis nominated chairman and members of the Commission. Any compromise in this regard would cast a shadow on the overall image of Jammu and Kashmir Public Service Commission. It would take a herculean effort to get the image restored to its original position. |
