India wants Pak to stop terror & opt for talks

Notwithstanding the fact that
Pakistan has justified August last
event when its High Commissioner, Abdul Basit, in India invited Kashmiri separatists for talks in the premises of the embassy by treating them as freedom fighters and not criminals, India has stuck to its guns by laying preconditions for the resumption of talks. Recently, Pakistan Foreign Office had issued a statement in which Islamabad opposed laying down of any conditions for the resumption of bilateral talks.It did not want India to fix some norms which when fulfilled could motivate New Delhi for resumption of the stalled process of dialogue. In fact Islamabad's statement was the outcome of New Delhi having cancelled the proposed foreign secretary level talks that were to be held about three months ago.And despite Islamabad's belief that India would reopen the channels of dialogue even if Pakistan continued to violate ceasefire on the LOC and on the IB in Jammu and Kashmir and maintain its links with the Kashmiri separatist leaders. If it is the belief on the part of Pakistan Islamabad is mistaken because Prime Minister,Narendra Modi, has repeatedly stated that talks and terror cannot coexist.
The other day New Delhi reiterated its stand when the Defence Minister, Arun Jaitley, issued a stern warning to Pakistan, India saying there cannot be a dialogue with Islamabad if ceasefire violations are repeated..if repeated ceasefire violations take place then environment for dialogue itself suffers is the latest sermon from Jaitley to Pakistan. "Yes, there should be a dialogue. We will welcome it but then the environment for dialogue has to be created by both countries. One of them cannot upset the environment and then say why dialogue is not taking place," Jaitley has said. The dialogue process was derailed after Pakistan envoy met Kashmiri separatists just a day before the foreign secretary level talks in August. Noting that there are issues in Kashmir, Jaitley said but the valley has been by and large peaceful. "We are expecting a peaceful elections in the valley notwithstanding efforts to disturb the environment."
Is it a political fraud that Pakistan wants to commit? It does seem so because on one side Pakistan has been making repeated pleas for the resumption of bilateral dialogue for resolving pending issues, on the other it has renewed its contact with Kashmiri separatists and has been providing moral and material support to militants operating in Jammu and Kashmir. Not only this. It has been violating ceasefire on the LOC and on the IB in Jammu and Kashmir during the last over six months. With the rise in the number of ceasefire violations in the last three months more than 30,000 people on this side of the IB have been displaced. They have fled to safer places after their houses were hit by gun and mortar fire and some civilians were killed and injured. India has been telling Pakistan that it should cooperate for making atmosphere conducive for talks to be held. But instead of cooperating with India Pakistan has been trying to vitiate the atmosphere. It does so because it believes, that too wrongly, that if it mounts pressure on New Delhi through repeated ceasefire violations and through material aid to militants India could reopen the channels of dialogue. Islamabad should know that Modi is the Prime Minister whose writ runs not only in India but across the globe. Modi is the man who can neither be bullied nor forced to relent. Hence it is time for Pakistan to set the stage for bilateral dialogue and that can be done if it stops exporting terror to India.
