| Home Science HOD allows contractual employee to campaign for husband | | Is JU personal fiefdom of BJP! | | Early Times Report
JAMMU, Dec 12: Jammu University seems to have become personal fiefdom of Bharatiya Janata Party (BJP) with acting Vice-Chancellor Prof. R.D. Sharma and Head of Home Science department going out of the way to lend a helping hand to its contesting candidate from Billawar Dr. Nirmal Singh.
According to insiders, Dr. Nirmal Singh has been enjoying the privilege of drawing huge salary from the University without taking classes for the last more than 1 year. They said that Singh has been missing since the day Lok Sabha polls were announced. They further said that he did not bother to even inform the higher ups about his inability to join back the duties.
After the Lok Sabha elections were over, sources said that Singh began touring Billawar and solely focused on getting some grip of this alien constituency caring a little about the University students, some of whom are his scholars doing Ph.D under his guidance. They maintained that Singh is not known to the students who have been admitted in the history department during this year since they have not seen him for the last 7 months.
Few know that Singh is a professor of History department. Not only Singh, his wife Mamta Singh, who had been appointed as Contractual Teacher in the Nursery School of Home Science Department of Jammu University too has been missing since the last more than three months. She has been engaged on contractual basis and has to get her attendance renewed after 89 days i.e. a new order of her continuity is issued after 89 days.
Sources said that Mamta had earlier gone on leave during the Lok Sabha elections and was allowed to join back for the reasons best known to the then VC Prof. Mohan Pal Singh Isher. Though the contractual appointees are not allowed to take leave yet sources said that she was allowed by the earlier VC and now the acting too has followed the course. They further said that the acting VC Prof. R.D. Sharma has allowed Mamta leave just to appease her husband Dr. Nirmal Singh, who is a senior BJP leader and contesting candidate from Billawar.
On being asked, officials in the VC's office said that they have allowed Mamta leave on the express recommendation of HOD of the Home Science department Prof. Rajni Dhingra. They further said that if Dhingra would have objected to Mamta seeking leave for some time, the office would have intervened. "If the HOD has no issues, then why should we intervene? As far as rules are concerned, she cannot claim leave as matter of right since she is not a permanent employee but can enjoy the same if the appointing authority has no objection," said an official.
He reiterated that Mamta should have not been appointed on contractual basis in a children school where you need teacher all the time. "If she has been appointed, she should allow her husband to do the politics and her focus should be school. But laxity of HOD coupled with inaptness of the .officials on the important positions in the University has made things worse," added the official. |
