Jammu, Feb 12: Discriminatory policies of Department of Health and Medical Education and alleged criminal nexus between doctors of the department of Orthopedics in Government Medical College Hospital Jammu and suppliers of implants used for repair of fractures of various kinds is not only burning holes in the pockets of poor patients for decades, but also impelling them to go to hospitals in Amritsar, Ludhiana and other parts of the country for treatment. The department of Health and Medical Education cannot feign ignorance to the fact that it had pursued discriminatory policies against the GMC Jammu. While the implants like nails, rods and plates required by the department of orthopedics are procured by GMC Srinagar and made available to needy patients free of cost, same is not done in GMC Jammu, where patients have to purchase these implants from their own pockets. Even though the discrimination has been going on for decades, the Ministers and Bureaucrats who headed the department turned a blind eye to the anomaly which had transformed allegedly into a money spinning racket. Sources in the GMC allege that a mafia involving doctors and suppliers has been making big money as poor quality implants were being sold to poor patients at exorbitant rates by chosen suppliers patronized by the doctors, who accepted huge commissions from them. Cases have been reported where these sub standard implants have caused serious complicacies for the patients; on certain occasions, leaving them handicapped for life. 20 some year old Vijay Kumar, s/o Madan Lal of a remote village in Reasi has been disabled for life as the sub standard rod that was implanted to repair his fractured femur two years back had caused acute infection of the bone rendering him handicapped for life. "He is a carpenter by profession and has been disabled for life. He would now be dependent on others forever" said a relative attending on him in the GMC where he has been admitted. HoD orthopedics, Dr. Anil Gupta admitted that patients have to purchase implants from the market. "They have to purchase, but if a patient is poor, we arrange implants for him from our sources" he said. Asked if he had taken up the issue with administration that implants were procured by GMC Srinagar for Bone and Joint Hospital Burzulla, but not by GMC Jammu, he replied in negative. Gazanaffer Hussain, Secretary Department of Health and Medical Education who is custodian of the department and responsible for implementation of its policies, ducked queries regarding discrimination with GMC. After he learnt that the caller was a scribe, he terminated call saying "Wrong number". However, ET confirmed that cellphone mumber 9419177789 was being used by him. Highly placed sources in the hospital allege that Gazanaffer Hussain had worked as an agent for former Minister of Health and Medical Education Taj Mohiuddin in his acts of commission and mission and had neither any vision, nor intent to work for the improvement of patient care in the state.
