Forest Secretary tosses IFS officers; keeps Altaf's 'frequent transfer' legacy alive

JAMMU, Feb 12: Virtually ruined and turned into a fish market by ex-Forest Minister Mian Altaf, forest secretary has seemingly taken even Governor N.N.Vohra for a ride and recently reshuffled 20 officers, with most of them not even having completed three months at their earlier posting, ordered by the NC-Cong coalition government.
Ironically, Governor N.N.Vohra, who is known for being meticulous and serious administrator allowed Secretary Forest, Environment and Ecology Mohammed Afzal to shuttle around 20 senior officers in January 2015, who had earlier been reshuffled through a cabinet order in October 2014. A department which had the distinction of having resorted to brute violation of rules and regulations while issuing transfer orders during the tenure of NC MLA and ex-Minister Mian Altaf continued with the established practice.
Barring officers of a particular category, records bear testimony to the fact that Altaf's secretary allowed none to complete tenure. In Forest department, transfer orders issued since January 2009 clearly point to the fact that Mian Altaf's chosen ones had made transfer a rule and completion of tenure of atleast two years on one post an exception. As soon as Governor N.N. Vohra delegated powers to the IAS officers, Secretary Forest Mohammed Afzal for the reasons best known to him issued a transfer order two days ahead of Republic Day on January 23, 2015.
He repeated what had been happening during the NC-led coalition government's time. Afzal relieved senior IFS officer Suresh Chug of the additional charge of Chairman State Pollution Control Board (SPCB), something which had been assigned to him in October 2014. Chug was posted as Director Environment, Ecology and Remote Sensing in April 2012 and he has already completed more than 2 years and 10 months in this department.
He continues to be Director despite being 7th seniormost IFS officer of the state who is currently in the grade of Additional Principal Chief Conservator of Forests (APCCF). 1984 batch IFS officer Abdul Razzaq was posted as Chairman of State Pollution Control Board (SPCB) within three months of his earlier posting as Chief Wildlife Warden (CWW) of Jammu and Kashmir in October 2014. Razzaq was also looking after Wular Conservation & Management Authority (WCMA) as its incharge Project Chief since April 2012. T
WCMA remained with Razzaq till January 2015 since neither Mian Altaf's administration took Wular conservation seriously nor the present administrative set-up. State created an authority but found even newly recruited IFS and SFS officers refusing to look after the infamous Wular Lake. In the order issued on January 23; Governor N.N.Vohra's administration too decided otherwise and choose to handover charge to CCF Kashmir Nisar Ahmed Darzi, thus keeping this position vacant again.
Another senior IFS officer Deepak Khanna of the 1985 batch was posted as Project Chief; IWDP in October 2014 despite being in the grade of Additional Principal Chief Conservator of Forests (APCCF). More embarrassing was his transfer within two months from this position and posting as Chief Wildlife Warden (CWW) J&K. This transfer does raise painful questions on the cabinet decision of erstwhile NC-Cong coalition government apart from showcasing the administrative aptitude of the secretary who made these two proposals then and now.
N.P.Singh, whom the ex-Forest Minister Mian Altaf had virtually forgotten throughout his six year term after having posted him as Joint Director in the Project Management Unit (PMU) of IWDP-Hills-II in October 2009 was brought out of departmental isolation and posted as Conservator Forest (CF) Vigilance in the order issued on January 23, 2015 with the approval of Governor N.N.Vohra. Singh has been shifted after almost 5 years and 3 months in a department where transfer was a norm and allowing an officer to complete his tenure an exception.
Pramod Kumar Singh, a senior IFS officer has been transferred without assigning any reasons from APCCF Eco-Tourism and posted as Project Chief IWDP Hills. He had been posted as APCCF Tourism in October 2014 and his transfer order was issued within three months of his earlier posting. 1987 batch IFS officer Om Prakash Sharma was shifted from CCF (Settlement and Demarcation) where he was also posted in October 2014 and adjusted as CCF (Central) against the post of APCCF Central, which had been lying vacant.
Range Officer (RO) Devinder Pal Singh who was posted as DFO Jhelum Valley Forest Division in May 2013 was replaced with young IFS officer Irfan Ali Shah. Shah was shifted from SC and FC Division Pohru within three months of his posting and that too without assigning any reasons apart from the order issued in the interest of the administration and as desired by Commissioner/Secretary Forest Mohammed Afzal. He had joined as DFO Pohru in October 2014.
Irfan Rasool Wani, another young IFS officer of the DCF rank was shunted out of wildlife protection department where he had been assigned the charge of Dachigam Zoo in October 2013 within one year through the same order. A direct recruit IFS officer whose services should have been utilised at some important position was tasked with looking after the Dachigam Zoo for one long year by ex-Forest Minister Mian Altaf, a man who claimed of being honest and straightforward.
Now, Irfan has been posted as DFO Langate Forest Division. Conservator Forest Brij Mohan Sharma who had been posted as Regional Director Social Forestry in December 2013 by the erstwhile NC-Cong regime was shifted and posted as Conservator Forest (CF) East Circle Jammu, after having completed 1 year in Social Forestry Department. Sharma replaced Ashwani Kumar Gupta, who too had completed 1 year as CF (East Circle) Jammu.
DFO Bhaderwah Manzoor Ahmed Gagroo has been asked to report to CCF Jammu. S.T.B.Singh who had just completed one year as Project Officer CAT Baghliar has now been assigned the job of looking after Bhaderwah forest division since January 2015. Naveed Iqbal who had been posted as DFO Poonch in June 2014 was shifted and directed to report to CCF Jammu. He was replaced with DFO Reasi Dr. Syed Nadeem Hussain, an officer who had already completed almost three years.
