No service book, pharmacist turns DMEIO, Principal ANMT School Rajouri | | | Avinash Azad

Jammu, Feb 20: Despite the recommendations made by a high level committee of health department to conduct enquiry through a legal investigating agency a year ago, nothing has been done to verify service record of a pharmacist, who is holding charge of district mass education information officer (DMEIO) since 2003. The official to get undue benefits had allegedly stolen his service book and other relevant records related to posting at various places during his service. According to documents in the possession of Early Times, a three members committee constituted by the state government to verify the service record of pharmacist, Mohammad Sadiq Khan in year 2014 had recommended enquiry through legal investigating agency. "Three members enquiry committee comprising Deputy Director Schemes, Dr V P Sharma as chairman, Dr Vijay Sahni, CMO Poonch and Dr Yash Paul Karsyal, BMO Manjakot as members of the committee were asked by the state government to conduct enquiry, had submitted their finding to Director Health Service (DHS) Jammu through reference number DHS.J/She/2978 of date February 4, 2014", documents possessed by ET revealed. The document further revealed the official started his career as a pharmacist in August 1985. "There is no material on record to show that he (Mohammad Sadiq Khan) had undergone one and half year training in Calcutta in 1995-96 except for prolong period of absence on leave and delayed drawls of his salary as arrears during said period. No original order copies of BMO Darhal or Government orders could be traced to show that he was adjusted as CHO (community health officer) and or DMEIO nor any of his attendance record is produced by BMO Manjakot or Darhal or Deputy CMO/CMO Rajouri as CHO", the finding of the committee forwarded to DHS read. It further said that he official was not cooperating in getting his service traced and there was no material on record or produced by him (Sadiq) that, "shows he has ever complained about missing of his service book" the finding added. "However the correspondence on service book file reveals that the then CMO Rajouri in one of his letter no CMO/R/SWP no 2336-02/4345-48 dated November 28, 2003 stated that the DMEIO had already deposited his service book in my office and in presently lying under safe custody, but as per a subsequent letter of CMO Rajouri the service book was not available in the office of CMO Rajouri and till date the service book is untraceable, but the official has not shown any concern on it", the finding enquiry report read. The conclusion of the enquiry not single document regarding his service was recovered by the committee. "Most of the original record including his service book in not traceable. Even the original government order number 39 HME of 1999 dated February 2, 1999 is not produced which also needs authentication from the issuing authority. So tracing all this record could not be established by this enquiry committee", the documents maintained. Meanwhile, some student of AMNT told Early Times that the official now harassing them, especially girl students. "The official, despite availability of three gazetted officer DIO, DHO and Deputy CMO who are available in the health department, has become Principal ANMT School Rajouri without any competency and rules over there", said an insider seeking not be named. Interestingly, Director Health Service Jammu, Dr Baljeet Pathania tried to escape when contacted by this correspondent. "It is difficult to recollect the things, so I cannot comment on the issue", he added. However, the sources asserted that the official (Sadiq) link with top brass in secretariat so DHS is not taking action against him. |
